A CITY hall cage fight is brewing over plans to revive a ban on circuses with exotic animals performing within the city. Fur is expected to fly, with councillors set to defy the recommendations of bureaucrats and vote to ban circus animals on city controlled properties, nearly four years after such a ban was lifted.

A petition calling for the ban will go before the Community and Cultural Development committee on Thursday with council officers recommending that “no action be taken”. But committee head Bob La Castra said the advice was unacceptable and that he could not stand by and do nothing while animals “suffered”.

He urged ratepayers across the city to put pen to paper and lobby their elected representatives before Thursday’s vote.

“The views of those who believe this to be still acceptable are totally out of line and dated,” he said. “This should not be happening in our own backyard and we need those people who feel strongly about this to make their feelings known, so write to your councillors, speak out about it and fight this barbarity.

“By allowing these circuses on our land we are complicit in what they are doing and banning them would send a message that what they are doing is not right and that we are taking a stand.”

If the ban is successful, circuses with exotic animals would still be allowed to perform on private property. A ban was first put into place in 2009 by the council with the backing of then-Mayor Ron Clarke. It was lifted in a January 2013 decision by the council in which Mayor Tom Tate used his casting vote to break a deadlock tie.

The Gold Coast Bulletin understands councillors on each sides of the argument are running the numbers to determine if the ban could potentially pass.

Both sides concede a vote could go either way.

But Southport councillor Dawn Crichlow, an ardent supporter of circuses, said she would fight the ban tooth and nail and declared the opposing argument to be “crap”.

“The kids want the circuses and I will fight all the way because it is a matter which is close to my heart and those of many others,” she said. “I am sick of the noisy minority coming up with all this crap. “I cannot believe this women condones & thinks it’s ok for children to see abused & tortured animals, just for their pleasure….condoning this just lets kids think that it is ok to be cruel to animals for the sake of entertainment????   By allowing circuses to carry on using animals is agreeing with the torturous training these poor young animals have to endure. Would it be ok to watch a double human act if you knew that one-half of the act was constantly being physically abused & tortured; just for entertainment???? NO, I DON’T THINK SO!!! ANYONE THAT DOES THINK ITS OK…WELL, I THINK THEY NEED TO BE SEEKING PROFESSIONAL  HELP”

RSCPA chief executive Mark Townend called on the council to “move with the times” and end the mistreatment of exotic animals.

“I would hope the council gets into 2016 thinking because realistically circus animals are very 1970s,” he said. “There are great circus which do not put animals through these ridiculous things which are not in their natural behaviour. “I appeal to the council to move with the times because we can have a successful circus without putting animals through such treachery.”

The petition calling for the ban to be reinstated was submitted to the council in March by then-Robina councillor Jan Grew in the final act of her 22 year political career.

More than 45 councils across Australia have exotic animal bans in place. Both City of Melbourne and Penrith both voted to introduce their own boycotts this year. Protesters are expected to attend Thursday’s council committee meeting and security will be on hand.

 According to the Idaho Statesman, Idaho has been ordered to pay nearly $250,000 in legal fees for a case, that could have been avoided.

 In response to the investigation, the Idaho Dairymen’s Association drafted and sponsored an ag-gag bill, which was passed by the Idaho legislature and signed by Governor Otter in February 2014. This law created a new crime: “interference with agricultural production.” It essentially criminalized undercover investigations on factory farms.

A federal judge overturned this dangerous and un-American law last August for violating the First Amendment and Equal Protection Clause of the Constitution. U.S. district judge B. Lynn Winmill stated in his ruling:

The effect of the statute will be to suppress speech by undercover investigators and whistleblowers concerning topics of great public importance: the safety of the public food supply, the safety of agricultural workers, the treatment and health of farm animals, and the impact of business activities on the environment.

The coalition of nonprofit groups that challenged the law has now been awarded $249,875.08 in legal fees. Clearly ag-gag laws are not only unconstitutional, but a huge waste of taxpayer resources. Idaho is now appealing the court ruling, which will result in an even greater waste of taxpayer money.

 The governor and lawmakers of Idaho should be ashamed. They clearly don’t value their hard working constituents and will accept money from big corporations at the taxpayers’ expense.

We urge Idaho lawmakers to focus their efforts on improving animal welfare and rewarding the brave whistleblowers who uncover criminal activity in the state’s agricultural operations.

This ruling should also be a wake-up call to the meat, dairy, and egg industries that attempt to keep consumers in the dark about where their food comes from will not be tolerated.

The move follows concern over the treatment of animals exploited to entertain circus crowds

ANIMAL rights campaigners have welcomed a commitment to ban the use of wild animals in travelling circuses in Scotland.

The move would deliver on an SNP manifesto commitment and follows a 2014 consultation in which 98 per cent of the public backed a ban.

That year, it emerged that two lions and three tigers were spending the winter in small cages in Aberdeenshire, leading ministers to commit to “look carefully” at introducing legislation.

A Scottish Government spokeswoman confirmed that it now “intends to ban the use of wild animals in travelling circuses.” She added: “We are currently investigating the best mechanism for introducing legislation on ethical grounds and will make further announcements in due course.”

The Born Free Foundation, an international wildlife charity, said it was “delighted” with the pledge, which means Scotland is on course to become the first part of the UK to introduce a ban, although they are widespread across the world.

However, it said questions remained over the timescale and called for swift action. Chris Draper, programmes manager for captive wild animals, said: The Government in Westminster has promised a similar ban in England but has not proceeded with bringing in the already-written legislation. We would hate to see Scotland replicate the mistakes and delays that have occurred south of the border, and urge the Scottish Government to act swiftly to end the practice once and for all.”

The British Veterinary Association (BVA) and its Scottish Branch also welcomed the announcement.

A spokesman said: “The welfare needs of non-domesticated, wild animals cannot be met within a travelling circus in terms of housing nor being able to express normal behaviour. While this specific issue may not affect a great number of individual animals in the UK, we nevertheless believe it is emblematic of the way we treat all animals under human care.

“We are pleased to see the new Scottish Government not only identifying opportunities to improve animal health and welfare in Scotland, but taking hold of these opportunities with both hands – and we would urge other UK Governments to follow their lead.”

A group of animal activists staged a protest today in Beijing in a bid to stop a Chinese dog-eating festival set to occur later this month.

The demonstration, initiated by three animal protection groups, submitted a petition allegedly signed by over 11 million people, calling on the Chinese authorities to end the Yulin dog meat festival.

The annual festival, which takes place in south China’s Guangxi Province, sees tens of thousands of animals beaten to death, cooked and sold on the market to celebrate summer solstice.

Around 30 activists carried out the protest outside of the Yulin government office as the petition was presented to the authority by three animal charities: Humane Society International, VShine and Beijing Mothers Against Animal Cruelty.

Pictures from today’s event show animal campaigners, many of whom brought their own pet dogs, holding signs saying ‘Scumbag of China’ in English and ‘Shame on Yulin’ in Simplified Chinese.

Wendy Higgins, the Director of International Media at Humane Society International, said over 11 million signatures had been collected worldwide through the internet to demand the festival to stop.

The petition also included signatures gathered by four other international animal welfare organisations. They are RaiseURPaw in Canada as well as the Duo Duo Project, Care2 and Avaaz from the United States.

The petition has been accepted by officials from the Yulin government in Beijing, according to Ms Higgins.

Peter Li, the China Policy Expert at Humane Society International, attended the protest in Beijing today.

Mr Li told MailOnline:

‘There was a huge presence of police, but our hand-in went very peacefully. It was a great feeling to join with our Chinese partner group activists in Beijing today, there was a tremendous sense of determination to get our voices heard to the global media, and to let the world know that many people across China want the brutal Yulin dog meat festival shut down.

He added: ‘We gave a show of strength and defiance against the dog thieves and the blatant animal cruelty, to say loudly – you will not steal our best friends! 

‘I hope that the authorities listen, they really should do as the strength of public upset about Yulin and the trade here in China is really growing.

‘Next stop for me is Yulin, where I have been a number of times before, for the grim task of visiting the slaughterhouses before the festival starts.’

Xu Yufeng, founder of Beijing Mothers Against Animal Cruelty who were also present at the protest, said: ‘Yulin is a total embarrassment to China. 

‘Its failure to stop mass dog slaughter and mass dog consumption shows that the local authorities are not doing their job to protect the people, especially young children.

‘We urge the Yulin authorities to stand on the right side of history and to end the “festival” in the interests of public security, food safety, social morality and China’s reputation.’ 

Another member of the protesters, Pan Danyang from China-based small animal protection group VShine, said:

‘This is the third year of our participation in the nation-wide campaign against the Yulin dog meat festival. ‘Since we have over the last few years helped accommodate dogs rescued from the dog meat trade, we know Yulin’s dog meat market relies on dogs from suspicious sources. ‘I hope that Yulin authorities will take actions to stop the dog trucks from going into their city so that the mass slaughter on the summer solstice day won’t happen.’

Wildlife authorities in Thailand have found adult tiger skins and fangs during a raid on the “tiger temple” tourist attraction and intercepted a monk who was trying to leave in a car that was carrying skins. Separately, officials said they would press charges against the Buddhist temple after 40 tiger cubs were found in a freezer on Wednesday.

The Department of National Parks, Wildlife and Plant Conservation (DNP) moved in this week to relocate 137 tigers to government-run sanctuaries after repeated allegations of animal trafficking. The temple claims the tigers will be worse off.

“Today we found tigers skins and amulets in a car which was trying to leave a temple,” said Adisorn Noochdumrong, the deputy director of the DNP. He said a search of several monks’ quarters yielded further body parts, bringing Thursday’s haul to two full-body tiger skins, about 10 fangs and dozens of pieces of tiger fur.

Volunteers, staff and monks at Wat Pha Luang Ta Bua temple complex have long denied trafficking allegations. But international animal rights groups including WWF and People for the Ethical Treatment of Animals applauded the raid. Police Col Bandith Meungsukhum told AFP the dead cubs would have been one or two days old. He said their DNA would be tested to see if they were related to tigers at the temple.

The temple claims it decided in 2010 to stop cremating the cubs and preserve them to “keep as proof against the allegations of selling cubs”.

Thailand is a central route for the illegal wildlife trade through south-east Asia, including for ivory, rhino horn and live animals. Tiger parts, including bones and penises, are used in traditional Chinese medicine.

The Convention on International Trade in Endangered Species banned the trade in tiger parts and products in 2007. The raid is the culmination of a battle that has been going on for years between the government and the temple. Thailand has an estimated 1,200-1,300 captive tigers.

An Exeter couple appeared in court Wednesday facing 17 counts of animal abuse.

Accused of 17 Counts Of Animal Abuse & Neglect – Kathleen and Donald Perkins

Police say the couple went on a two-week vacation, leaving their dogs locked up at home, alone, without enough food or water. This is not the first run-in the pair have had with animal control.

Both Kathleen and Donald Perkins plead not guilty in court, accused of the 17 counts of abuse and neglect.  The Perkins’ operate Celie Kennels out of their Ten Rod Road home, breeding golden retrievers for over a decade, according to their website.

Last week, 10 golden retrievers, six papillons, and one cat were removed from the Exeter home after State Police received a call from a concerned neighbor. Animal Control responded and found the dogs in “unsafe” conditions.

“The dogs were in crates barely big enough for them, standing in urine and feces. Their paws were raw and they had little or no water,” said Sgt. David Bassignani of the Rhode Island State Police.

All the dogs and the cat are being housed at several shelters across the state and will remain there until the judge rules on the case. Several neighbors of the Perkins’ have contacted animal control in the past.

“We have in the past had calls made by concerned citizens about the living conditions of the animals,” said Dr. E. J. Finocchio, Director of the RISPCA. The pair are due back in court on January 13th.

“OMG…can you believe the picture below?? I’ve only seen hooves like that once before; on a dead horse!! How can the owner have let them get into such a state they could barely move? It’s not like their so skinny they haven’t been fed, ok not a lot of food, but somebody had to have been giving them something; they couldn’t have lived to their ages without any food or water!! I just can’t understand how anyone, even someone with no knowledge of horses at all, is that dumb, to think it’s ok to just leave them! The poor horses must have been agony, any horsey person knows to keep a horse fit & pain free, a farrier is God; horses hooves need trimming between 6-8 weeks it varies; even if they don’t have shoes on, they still need to be trimmed!!

“I just pray whoever owns these horses, get what they deserve; in this instance prison without probation, along with having to pay in full, all vet & farrier bills. It’s going to take a lot of work from a very good farrier to get their hooves back into shape….but even if they do, the horses may be unfit to ride; due to irreversible damage to the structure of their hooves. I’m just in shock & have nothing but utter disgust at the owner’s blatant abuse & disregard for the health & welfare of these poor innocent horses!! R.I.P little one. ‘Critical condition’

The emaciated animals were discovered standing knee-deep in muck and with hooves more than three feet long. 

A miniature mare had to be euthanised at the scene due, because ruptured ligaments had caused the fetlocks to dislocate. The two others – one a full-sized stallion and one a miniature stallion ­– were in a ‘critical condition’.

“It’s the worst we’ve seen in our 26-year history,” Caroline Robertson, the development director of Days End Farm Horse Rescue told Caroll County Times. “They could barely move without being at risk of getting tangled in their own hooves.”

Three neglected horses have been found, with feet so overgrown it is believed they were locked up for at least 15 years.

Hooves removed

Before the horses could be removed from the scene, they had to be sedated so they could lie down and have the excess hoof removed. They were then taken to Days End Farm Horse Rescue (DEFHR) in Maryland, (http://www.defhr.org/)USA for rehabilitation.

The horses were discovered when a member of the public called the Humane Society of Washington County with concerns about pet pigeons kept there. It was during the welfare inspection that the equines were found.

‘Long road’

Both horses have been aged at around 18. The horse has been called Quest, while the surviving pony has been named Rio. Both have received further treatment from a farrier and vet and are now on the “long road” to rehabilitation.

An investigation into the case is on-going and cruelty charges could be brought.“Never mind could be…they definitely should be!!”

Days End Farm Horse Rescue is a non-profit organisation which currently provides rehabilitation and ongoing care for 78 rescue horses

 “Seriously, if you were caught using a bullhook, stick or broom etc. on a dog, cat or horse etc. whipping or poking it until it bleeds; I’m sure, you would be charged with animal abuse; & quite rightly so! These bullhooks are used to control elephants; via pain, just as various other weapons are used for the rest of the circus animals! Elephants may have thick skin, but did you know they can feel a fly land on them?? So how do you think a bullhook feels to an elephant when it’s used aggressively by an impatient trainer or handlers mucking out stalls etc. I bet it hurts like hell! Bullhooks are used to keep circus elephants in check, by tugging on sensitive parts of the elephant like their ear’s & gouging at their legs to make them perform unnatural tricks for the paying audience! Elephants were not made to entertain humans, which is why they are forced by the bullhook & electric prods (verified on undercover surveillance) to entertain! How else would one get an elephant to lift off front or rear feet, walk around a big ball with one foot on it, the other turning it, or how about getting them to do a handstand; using their trunks as a balancing aid? I’m pretty sure they don’t conform to words alone, or snacks! These elephants are performing stunts in such a way as they would never, in the wild; their bodies are simply not made to do balancing acts, it’s so unnatural for them to even consider doing tricks…but a bullhook used by a human, aimed at the right place, makes it much easier to get the job done, by causing pain. They’re not dogs who can learn a trick within half an hour using treats alone. Plus the tricks elephants are forced to do; adds injuries to their ailments later in life!!!bull hook

“Those that intentionally inflict pain & suffering & enjoy carrying out their sickening hold on animals, are not worthy of being called animal trainers or handlers etc.; they are good for one thing; picking up the mess after said animal has been to the toilet!! If they can yank an elephant round, how do the treat their family pets? They shouldn’t be or in the care of any animal; if they don’t mind whacking an elephant around its body, for simply getting a verbal command right!! Torture devices can be used right under the noses of the people, paying to watch the elephants or other animals at the circus; paying customers have no idea the animals are suffering; whilst performing ridiculous tricks! Innocent looking walking sticks can be used to enforce pain, yet they look totally harmless to the distanced crowd! However, they are anything but innocent, a simple walking stick can be turned into a torture device used on any animals whilst performing etc. Props like this can have spiked nails in one end that the trainers uses to control the animals! Those watching the performance wouldn’t be able to see nails in sticks etc…they are simply too far away; but it still looks so innocent to those watching!”

“To be honest I’m astounded that more elephants haven’t attacked, killed their trainers or gone on a rampage; like several have over the years, due to the constant abuse from humans carrying  bullhooks or other items, such as a walking cane, filled with spiked nails, that when touched, cause pain etc! Could it be that elephants who were caught in the wild, remember the heartache of being taken from family & the torture chamber called the Phajaan? I’m sure those that were caught wild will never ever forget the pain of being taken from its mother & family! But it’s the Phajaan, the poor little elephant will remember forever, because that was home where he was a victim to horrendous abuse! The Phajaan is where all wild caught small elephants are horrifically tortured daily; used for one reason other than a horror chamber…it breaks the spirit of the elephant!

 Once they are in the Phajaan they can’t turn or even lay down; heavy duty rope or chains cause terrible suffering & injuries! Each foot is tied down so tightly to stop them having any chance of hurting the people who are torturing them. Rope is tied around the neck & body so there is no way they can escape! Food & water is used as a training tool too (it still is being used today) the elephants get neither if they haven’t complied with the human commands being barked at them all day for weeks or months! The elephant will stay tied in the phajaan, being whipped, poked & prodded daily to the point of bleeding from  wounds!! It stops, only when & depending on how quickly the humans can break the little elephants spirit! That is what the phajaan is made for…to literally break the elephant down, both physically & mentally, until it has no fight left in it & the elephant starts to obey the human commands!! Captured young, these elephants have to be submissive before they can be trained for log work or to be sent somewhere to be trained as a circus elephant! Nobody will pay for an elephant if it will not obey human commands. The Phajaan is used as a medieval cage of wood & it succeeds in breaking the most hardened spirit of an elephant…over time the elephant just won’t be able to stand the beatings or go on without water or food; he must submit to stop the pain & he realises; he is now a slave to humans!”

“I have a theory about why most captured elephants try not to retaliate after a beating with a bullhook etc. They say elephants have fantastic memories…well perhaps it’s the thought of being taken back to that torture chamber, where the elephants endured terrible suffering & beatings…in the Phajaan; at the hands of humans!! The horror of that place must be tattooed in the memory of every elephant that suffered there. The elephants don’t understand they will never return to that horrible place if they don’t conform. The Phajaan & the humans, who mentally & physically broke them using such weapons like the bullhooks, will stay with the elephants forever! They may be in a different place, but it is still the humans who control them! Do the elephants even know their own power & strength against humans; probably not, because it was forced out of them in the Phajaan? They only know that humans are the leaders & with their torture tools, can still physically beat & hurt the elephants, if they don’t comply!!”

“Could fear alone stop the elephants from causing harm to their trainers or owners, after all, thats all the elephants know about humans; how much pain they can cause! When they are shipped off to do other work, where all elephants know of humans is they are to be feared & must be obeyed in order not to receive punishment, I wonder if the new elephant looks at the other elephants old wounds & realises; that they too came through the same cruel path!  So do they actually behave & perform out of fear? Fear of going back to the Phajaan perhaps ensures most elephants comply! What do you think?”

OAKLAND, Calif.The circus will stop coming to Oakland in a few years after a tool used by elephant handlers was banned in the city.

The Oakland City Council earlier this week unanimously approved an ordinance outlawing bullhooks. The instrument resembles a fireplace poker, with a sharp hook on one end that is used by trainers to control the animals.

Oakland is now the second California city, after Los Angeles, to ban the use of a bullhooks. The circus will stop performing in Los Angeles in summer 2016. The Oakland ban takes effect in 2017.

“(That) will be the last time we will be in Oakland because we can’t perform without the elephants,” said Stephen Payne, spokesman for Ringling Bros. and Barnum & Bailey Circus.

But the circus is still holding out hope about having future performances in Oakland. “We may see if the Oakland City Council wants to reconsider,” he said. Payne said the move is a loss for people who enjoy the circus. An estimated 30,000 people attended the Oakland circus over six days last summer, he said.

The Oakland Zoo and animal rights activists supported the ordinance, saying bullhooks are cruel and inhumane. Other U.S. cities to ban bullhooks include Miami Beach, Florida.

Proponents say the tool is designed to give trainers dominance over elephants and does not hurt or harm the animal. “A lot of the information that was presented to the Oakland City Council by the proponents was designed to distort our animal care,” Payne said.

Oakland Zoo Chief Executive Officer Joel Parrott said the practice hearkens back to the turn of the 20th century and has no place in modern times.

“If I suggested using a bullhook on giraffes to get them through gates or to stab tigers to get them to do what I want them to do, everybody would react,” Parrott said. “The only reason it’s acceptable is we’ve grown used to it with the elephants.”

Despite its thickness, an elephant’s skin is very sensitive, to the point where it can feel a fly land on its back. Surprisingly, it is also sensitive to the sun, and baby elephants are even known to sunburn. The species’ notorious love for mud and baths helps alleviate both of these problems.

  • Elephants can be either “right-handed” or “left-handed,” and this is often shown by greater wear on one tusk as opposed to the other. Dogs and Cats are also often right or left “handed”.
  • Unlike the rhinoceros, whose horn is made of hair-like keratin, elephant tusks are actually overgrown incisors. Incredibly long, at least one-third of an elephant’s tusk is inside the animal’s head, outside of view. The outside, ivory part of the tusk is, like its other teeth, comprised of dentine surrounded by a layer of enamel. An elephant’s tusks never stop growing.
  • The heaviest tusks recorded weigh about 220 pounds per tusk, while the longest ever discovered were 11 feet long! Tusks today are generally much smaller due to the ivory trade and poaching keeping them from reaching such mammoth sizes.

After a public outcry, particularly from concert musicians who often need to travel with their antique, ivory-fitted instruments to perform, FWS carved out an exception in May 2014.
  • Today there are somewhere between 400,000 and 600,000 African elephants remaining, and, unless things change, they are predicted to become locally extinct within 50 years
