What kind of sick psycho, capable of doing such an evil thing, can manage to walk amongst us; undetected?? This poor little puppy couldn’t hurt a fly it’s so small. The bloody Empire Damansara should be willing to hand over CCTV of the car park where the dog was found! In fact, you would think they would find this such an atrocity that they would be offering any help they can; but they don’t seem to give a rats ass about it! In the same week that news about a female dog nursing its puppies was found shot dead in Muar, Johor, in Damansara Perdana, a puppy with its legs broken and mouth taped was found in the Empire Damansara parking lot.

Luckily, the puppy was rescued by the hands of an animal lover, who posted details about the condition of the three-month-old frail animal found on June 22.

The user named Vicky Liew relayed on her Facebook how she and her friend came to find the puppy that was left in a paper bag.

The rescuers only discovered later on the puppy, a good Pomeranian breed, had lost its legs when taking it to the vet.

“This poor dog had been abused because both front legs were purposely broken by inhuman people!! Stay strong puppy!!!,” Vicky wrote.

How could anyone do this??

She then tried to hunt down the culprits who abused the puppy by reporting to the management in hopes they were able to track them down through the CCTV footage, however she reported that Empire Damansara was not being cooperative on the matter.

This is just heartbreaking!

“Write on Empire Damansara page to urge them to cooperate so the people who are working on this case can lodge a report to the Department Of Veterinary Services. Keep it viral and keep it going,” she urged the public after sharing it on Dog Lovers of Malaysia group.

The latest updates on the rescued puppy, now named Summer, is living in a new home with loving owner Sim Kian Theng, and shows that the animal had been discharged from the hospital and is recovering well.

“She will be healing soon! I need strong mentality!!! I committed 24hrs care for her!!!,” wrote Sim.

Kudos to good Samaritans like Sim and Vicky, however thus far, no updates have been shared regarding the Empire Damansara management lodging a report against animal abusers, nor statement of them taking action on the case, as well as increasing security in their parking lots with adequate CCTV footage, despite the complaints by netizens and fellow residents.

Last year, the Malaysian government passed the Animal Welfare Act 2015 – a new comprehensive Act with fines 100 times heavier for animal abuse cases. Offenders now face a minimum fine of RM20,000 and possible jail time.

New Delhi: The tale of the brutal abuse of animals is not a new one but the merciless massacre of about 24 German Shepherds by the employees to seek revenge for unpaid salaries is certainly a horrifying incident.

According to reports, up to 24 dogs that were used for protection by the Eastern Securities, a security company in Kuwait, were killed after it lost its lucrative contract to provide Kuwait National Petroleum Company (KNPC) with explosive detection dogs for their oil rigs.

Due to which, despite years of faithful service, these K-9s were simply thrown into the trash. On June 17, 2016, disturbing pictures of the dead dogs began circulating on Facebook; one that showed them piled up against cages….

……while the other that showed a man taking pleasure in standing over the innocent dead creature.

Turns out that the 140 dogs (out of which about 100 continue to be at the risk of being slaughtered) owned by the Eastern Securities became a liability for the company, the moment KNPC cancelled its contract. The cost to feed them and to house them was too much for the Kuwaiti company to take and thus, instead of turning the dogs over, the company decided to kill the bomb sniffing dogs.

Reportedly, the killing wasn’t carried out by a licensed veterinarian and allegedly, the dogs suffered excruciating pain as they died because the medicine used to kill them wasn’t meant for them.

Animal abuse has been on a steady rise for quite some time now. Efforts have been made by animal rights activists and other organizations for their welfare but all in vain.

Animals continue to be tortured and butchered in various parts of the world and such incidents continue to depict the evil side of the man that would go to any extent to fulfill its selfish needs.

A group of animal activists staged a protest today in Beijing in a bid to stop a Chinese dog-eating festival set to occur later this month.

The demonstration, initiated by three animal protection groups, submitted a petition allegedly signed by over 11 million people, calling on the Chinese authorities to end the Yulin dog meat festival.

The annual festival, which takes place in south China’s Guangxi Province, sees tens of thousands of animals beaten to death, cooked and sold on the market to celebrate summer solstice.

Around 30 activists carried out the protest outside of the Yulin government office as the petition was presented to the authority by three animal charities: Humane Society International, VShine and Beijing Mothers Against Animal Cruelty.

Pictures from today’s event show animal campaigners, many of whom brought their own pet dogs, holding signs saying ‘Scumbag of China’ in English and ‘Shame on Yulin’ in Simplified Chinese.

Wendy Higgins, the Director of International Media at Humane Society International, said over 11 million signatures had been collected worldwide through the internet to demand the festival to stop.

The petition also included signatures gathered by four other international animal welfare organisations. They are RaiseURPaw in Canada as well as the Duo Duo Project, Care2 and Avaaz from the United States.

The petition has been accepted by officials from the Yulin government in Beijing, according to Ms Higgins.

Peter Li, the China Policy Expert at Humane Society International, attended the protest in Beijing today.

Mr Li told MailOnline:

‘There was a huge presence of police, but our hand-in went very peacefully. It was a great feeling to join with our Chinese partner group activists in Beijing today, there was a tremendous sense of determination to get our voices heard to the global media, and to let the world know that many people across China want the brutal Yulin dog meat festival shut down.

He added: ‘We gave a show of strength and defiance against the dog thieves and the blatant animal cruelty, to say loudly – you will not steal our best friends! 

‘I hope that the authorities listen, they really should do as the strength of public upset about Yulin and the trade here in China is really growing.

‘Next stop for me is Yulin, where I have been a number of times before, for the grim task of visiting the slaughterhouses before the festival starts.’

Xu Yufeng, founder of Beijing Mothers Against Animal Cruelty who were also present at the protest, said: ‘Yulin is a total embarrassment to China. 

‘Its failure to stop mass dog slaughter and mass dog consumption shows that the local authorities are not doing their job to protect the people, especially young children.

‘We urge the Yulin authorities to stand on the right side of history and to end the “festival” in the interests of public security, food safety, social morality and China’s reputation.’ 

Another member of the protesters, Pan Danyang from China-based small animal protection group VShine, said:

‘This is the third year of our participation in the nation-wide campaign against the Yulin dog meat festival. ‘Since we have over the last few years helped accommodate dogs rescued from the dog meat trade, we know Yulin’s dog meat market relies on dogs from suspicious sources. ‘I hope that Yulin authorities will take actions to stop the dog trucks from going into their city so that the mass slaughter on the summer solstice day won’t happen.’

The hunt kennels in Wormelow have been closed and all horses and hounds moved elsewhere!

Two people have been arrested on suspicion of animal cruelty in connection with an investigation into the South Herefordshire Hunt.

West Mercia Police is questioning a 37-year-old man and woman, aged 27, but has so far released no further details.

The hunt’s kennels in Wormelow, near Hereford, have been closed and all horses and hounds moved elsewhere.

A message on the hunt’s Facebook page says salaried staff have been suspended and an internal inquiry will begin.

The gates at the kennels are shut and nobody was on site earlier. West Mercia Police says the investigation is continuing.

DISGUSTING;-“Kill greyhounds, don’t rehome them” Callous advice from Irish Coursing Club 28 January 2015. The Irish Coursing Club is callously advising greyhound owners to destroy unwanted greyhounds instead of rehoming them. In a damning internal report, uncovered by the Irish Council Against Blood Sports, owners are advised: “Do not give away unwanted greyhounds. It is far better to put them painlessly to sleep.”

What constitutes putting a dog “painlessly to sleep” is not specified in the document.

Entitled “A Summary of Directives, Instructions and Guidance Notes Issued by the Executive Committee of the Irish Coursing Club to Club Secretaries, Control Stewards Judges and Slippers” it conveys the contempt with which coursers regard greyhounds incapable of winning money for their owners. Dogs “that have run a number of times during the season” without success are branded “no-hopers”.

The document also reveals the use of injured greyhounds in hare coursing. In a section headed “Running Of Injured Greyhounds“, it states “As the implementation of a rule to cater for the running of injured greyhounds in order to qualify for prize money would be difficult, the Executive Committee ask that the stewards of meetings use their judgement in relation to the matter.”

The coursers’ Instructions and Guidance document leaves no doubt that both hares and greyhounds are victims of this cruel bloodsport. The time is now for the government to ban this shameful activity.

A Florida man was convicted of heinous acts against an 8-month-old puppy and sentenced to prison, however, the sentence doesn’t seem nearly long enough for the crimes.

61-year-old James Guy Bull from Daytona Beach pleaded guilty to two counts of felony cruelty to animals, misdemeanor animal cruelty charges and misdemeanor sexual activities involving animals, according to USAToday.

Bull was set to go to trial for the charges, but he instead pleaded guilty and was sentenced to five years in prison.

State Attorney R.J. Larizza called the facts surrounding the horrific abuse case “incomprehensible and vile” after the sentence was handed down on Friday.

“The defendant’s abuse of the helpless dog shocks the collective conscience of the citizens of the Seventh Circuit and beyond.”

Back in March some of Bull’s neighbors came forward with allegations of seeing him fondling the small pit bull puppy’s private areas on several different occasions despite the dog crying and whimpering for him to stop. One neighbor said that at one point they were walking by Bull’s home and caught him in the act of having sex with the puppy named Coco, according to prosecutor

“When (Bull) saw (him), he pulled up his pants and put the dog down,” court records show.

Police went to Bull’s home to investigate and that’s when they found the “clearly emaciated” dog chained to a post on the front porch with almost no room to move.

“She had about 8 inches of free reign, no water, no shelter and no food for her,” an affidavit said. The dog was “skittish and obviously afraid,” and showed signs of physical sexual abuse.

The good news is that while Bull sits behind bars for the next five years, Coco, who’s now named Rose, has been placed in safe custody with an animal rescue group and should be okay after a while. 

I often wonder what kind of twisted person would do such a thing to a helpless dog who, if given the chance, would only want to love him and be his loyal friend. Five years doesn’t seem like nearly enough for such vile acts.

James Guy Bull will spend the next five years of his life in prison for raping an eight-month-old female terrier dog on his front porch reported the Facebook page of Rose’s Road to Recovery Friday afternoon.

A huge crowd gathered outside the Daytona, Florida courtroom; sentencing was scheduled for 1:00 p.m. Bull pleaded guilty to felony and misdemeanor charges for sexual acts with an animal and animal cruelty. According to the firstcoastnews.com, State Attorney R.J. Larizza called the heinous acts “incomprehensible and vile.”

“The defendant’s abuse of the helpless dog shocks the collective conscience of the citizens of the Seventh Circuit and beyond,” stated Larizza.

Bull, 61, was arrested in March when neighbors called authorities after hearing Bull’s young dog yelp and cry as if in pain. Witnesses told police they had seen Bull raping the dog, and “he had pulled up his pants and put the dog down” when he knew others had seen his despicable act with the puppy.

When authorities arrived, they found a “clearly emaciated” dog who was “obviously afraid.” The dog, named Rose has since recovered, and has been under the care of the Second Chance Rescue NYC.

STATEN ISLAND, N.Y. — A dog fight between a rescue group and the ASPCA is looming over the care of Charlotte the puppy who was battered, stuffed in a plastic bag and tossed near the railroad tracks in Bay Terrace.

Special Needs Animal Rescue and Rehabilitation Northeast (SNARR) is bearing its fangs by hiring an attorney to fight the ASPCA for the custody of Charlotte the 15-week-old puppy who is being treated at an undisclosed medical facility.

“SNARR met with an attorney yesterday and we are actively trying to get Charlotte back to our rescue for the remainder of her care, treatment and rehabilitation,” said a post on the SNARR Facebook Charlotte’s Place–A Journey of Hope” page.

Alsu Ivanchenko, 34, of the 3400 block of Hylan Boulevard is scheduled to appear at Stapleton Criminal Court on Monday in connection with the incident.

SNAAR maintains that since the NYPD has collected evidence and arrested a suspect “there is no need for the city to continue retaining custody of Charlotte. Unfortunately, the city and the ASPCA do not share the same opinion.”

ASPCA employees brought the dog under their care just as doctors on Staten Island prepared for her transfer to SNARR’s animal care facility based in White Plains, N.Y.

Ms. Ivanchenko made her $3,500 bail on Thursday after being  arraigned on Wednesday on one felony count of aggravated cruelty to animals and misdemeanor counts of torturing and injuring animals and abandonment.

Charlotte has a fractured skull, a fractured femur and brain trauma resulting from blunt force impact because of her ordeal. Ms. Ivancheko allegedly admitted in court documents that she couldn’t afford medical treatment for the Maltese-Shih Tzu mix, who she named Snowflake, so she put the little dog in a bag and threw the injured animal from her car onto the side of the road in Bay Terrace on Sept. 12..

Good Samaritans on the night of Sept. 12 found Charlotte clinging to life in a black plastic bag in weeds near the fence outside the Staten Island Railway tracks.

Barring a last-minute resolution to the case — which seems extraordinarily unlikely at this juncture — prosecutors and her attorneys will have a conference with the judge and the case will be adjourned until a later date.

The court opens at 9:30 a.m., but it is not known what time her proceeding will take place.

Prosecutors charged Ms. Ivanchenko with a felony count of aggravated cruelty to animals during her arraignment on Wednesday, after she allegedly disposed of her puppy, Snowflake, in a plastic bag in the weeds near the railroad in Bay Terrace, then bought a new dog to replace the pet. She also faces two misdemeanor charges.

Snowflake continues to fight for her life with myriad injuries after good Samaritans happened upon her.

If prosecutors intend to proceed with the felony charge against her, they will present the case to a grand jury.

STATEN ISLAND, N.Y. — A few neighbors in the quiet Bay Terrace community said they didn’t even know Alsu Ivanchenko owned a dog, and were shocked to learn of the horrific accusations against the Russian-born woman.

And now, they don’t want anything to do with her. “I just said ‘hi and bye.’ But I don’t plan on talking to her either,” one neighbor said. “I didn’t even know she had a dog. It’s terrible, disgusting. I love animals. I can’t believe anyone would do anything like that.”

Some residents said the 34-year-old Bay Terrace resident was friendly, but didn’t know her too well. They paint a woman who’s had a rough few months after splitting with her husband, having her home go into foreclosure and now having to fight animal cruelty charges.

Ms. Ivanchenko, according to a person who is friendly with her, separated from her husband, Rusian (Russell) Ivanchenko, a few months ago, and the two had an altercation on July 4th weekend.

The husband, according to court records, has a pending criminal case in Stapleton Criminal Court. He was charged with misdemeanor counts of assault and criminal obstruction of breathing and a lesser count of harassment in connection with a July 4 incident. Ivanchenko is accused of throwing his wife to the ground, kicking her in the the ribs and choking her, according to allegations in court documents.

Ms. Ivanchenko took out a temporary order of protection against her husband, which is in effect until the case is resolved, a criminal court spokesman said.

He is due back in court Oct. 2. He lives in Brooklyn and Ms. Ivanchenko has lived at the home on Hylan Boulevard for nine years and is unemployed, the person who knew her said. The couple shares one daughter, who attends grammar school and is about 8 or 9 years old, the neighbor said.

“I feel bad for the kid,” one neighbor said. “She has a beautiful little child that’s going to suffer.”

Ms. Ivanchenko is accused of severely injuring the 3-month old Maltese Shih Tzu, Charlotte, stuffing her body in a black shopping bag and dumping it by the Bay Terrace railway Friday, police said.

A source with knowledge of the case said she told investigators a different story. Ms. Ivanchenko said she went to Florida for a few days at the end of August, and left the dog with a friend, the source said. When she came back from her trip, she noticed the puppy was acting differently, not eating and wasn’t playful.

She took the dog to Animal Health Veterinary Group in New Dorp where she was told it needs a lot more treatment, the source said. Ms. Ivanchenko paid for the office visit and then got three more opinions on the dog’s condition, but all were too expensive.

“What do you want, my daughter to starve so I can take care of my dog?” the source said Ms. Ivanchenko told police.

She was arrested Tuesday and arraigned on Wednesday evening. Her boyfriend posted the $3,500 bail and she was released early Thursday morning.

“I never really saw the dog. I know her daughter would talk about it,” said one person who knew her but wished to remain anonymous. “I recognized the dog from the pink bow on her head when I saw it online. I couldn’t believe it. I’ve seen her brushing the dog on the porch.”

Ms. Ivanchenko allegedly bought a new dog for her daughter after she disposed of Charlotte’s body Friday, police said. One witness said they saw detectives remove the new puppy from the home. The animal was surrendered to the NYPD and is in the care of ASPCA, a law enforcement source said.

Ms. Ivanchenko declined comment when reached at her home Thursday afternoon.

STATEN ISLAND, N.Y. — The Bay Terrace woman accused of maliciously harming and disposing of her helpless puppy later bought a new dog for her daughter, police said.

Puppy thrown out like trash after being abused!!

“She tossed Snowflake like garbage and threw [the dog] out the window, then went out and bought a new puppy,” the prosecution alleged during Alsu Ivanchenko’s arraignment in Criminal Court in Stapleton Wednesday evening. “The defendant has no remorse and no respect for that dog.”

According to the criminal complaint, Ms. Ivanchenko told police, “Just give me my misdemeanor so I can get out of here. It’s just a dog.”

Ms. Ivancheko, 34, allegedly admitted in court documents that she couldn’t afford medical treatment for the 3-month-old Maltese-Shih Tzu mix, who she named Snowflake, so she put the little dog in a bag and threw the injured animal from her car onto the side of the road in Bay Terrace on Friday. “But how did the puppy sustain those injuries??”

The dog was renamed Charlotte after being rescued Friday.

“I was afraid for my daughter to get upset, so I got her a new dog,” Ms. Ivanchenko says in the criminal complaint.

But during court proceedings Wednesday, Ms. Ivanchenko’s lawyer told the judge that the defendant denies she purchased a new puppy.

“She does feel remorse,” the defense attorney told the court.

Ms. Ivanchenko, police said, intentionally injured the animal and abandoned its body beside Bay Terrace Boulevard, at the corner of Hopkins Avenue and South Railroad Avenue.

Dr. Robert Reisman of the ASPCA said he examined Charlotte and determined she had a fractured skull, a fractured femur and brain trauma resulting from blunt force impact, according to court documents.

The prosecution asked for $20,000 bail, and said Ms. Ivanchenko is unemployed and her house is in foreclosure.

Judge Alan J. Meyer set bail at $3,500. A man who identified himself as Ms. Ivanchenko’s friend was attempting to get the cash to bail her out, but it was not clear if she made bail. He declined comment for the story. Ms. Ivanchenko’s attorney also declined comment.

She is charged with aggravated cruelty to animals, a felony, and misdemeanor counts of torturing and injuring animals and abandonment. If convicted on the top count, she faces a maximum sentence of two years in prison.

Ms. Ivanchenko is scheduled to return to court Sept. 22.

The medical team at the Animal Health Veterinary Group recognized Charlotte from previous visits after seeing a picture of the puppy wearing a pink bow that has been making the rounds on the Internet, according to a source with knowledge of the case.

Staff then contacted the NYPD and provided information about the owner and the puppy.

The owner, Alsu Ivanchenko, 34, of Bay Terrace, is scheduled to be arraigned in Stapleton Criminal Court on Wednesday on animal cruelty charges.

The pet, then called Snowflake, was brought to the animal clinic location at 2300 Hylan Boulevard in New Dorp by Ms. Ivanchenko in the mid-afternoon last Friday, the source said.

Charlotte was lying down and unable to stand or walk when seen at the clinic last Friday, the source said. Ms. Ivanchenko offered no explanation to clinic staff about what happened to Charlotte other than to say that the dog was fine before it lied down in that manner three days earlier.

The owner refused medical advice — which was either diagnostics and treatment or humane euthanasia — and left the office, according to the source.

Charlotte was found — battered and barely alive and in a black shopping bag — by Good Samaritans at about 9 p.m. on Friday.

The source added that Charlotte, currently 15 weeks old, was fine when she received her first set of puppy vaccines over the summer.

After Good Samaritans rescued Charlotte, the puppy was initially taken to South Shore Animal Hospital in New Dorp. Charlotte has since been transferred to another undisclosed hospital where she remains in critical condition — but is improving — from injuries that include skull and leg fractures.

While a high-profile ordinance that would ban the use of horse-drawn carriages in New York City has not yet reached the city council, the proposed legislation has drawn criticism from carriage operators as well as from a veterinarian who believes such a ban is not necessarily in the horses’ best interest.

Last year, Allie Feldman, executive director of New Yorkers for Clean, Livable, and Safe Streets (NYCLASS), called for a citywide ban on horse-drawn carriages on grounds that the carriages were inhumane. At that time, she said 16 members of the New York City council would support an ordinance that would replace horse-drawn cabs with electric vintage replica cars. In January, newly-elected New York City Mayor Bill DeBlasio said he would back any legislation that would ban the operation of horse-drawn carriages in the city. However, Feldman said that, so far, no legislation has reached the members of the New York City council.

“We haven’t introduced a bill and we haven’t even named a sponsor yet,” said Feldman.

Meanwhile, horse carriage owners and operators oppose such legislation on grounds that their industry is already heavily regulated, and their horses are well-protected under a current law. Stephen Malone, spokesman for the Horse and Carriage Association of New York and a 30-year owner/operator of horse-drawn carriages in the city, said an ordinance passed in 2010 gives carriage horses at least five weeks of vacation each year, bigger stalls, and quality veterinary and farrier care. “Whoopy fxxxxxg do…5 weeks of vacation a year, still isn’t sufficient!!

“This industry is regulated enough,” Malone said.

At the same time, Malone said the proposed ordinance would force him to relinquish his horses in order to make sure the animals never work again.

“These horses are not just business assets to me, they are my business partners,” Malone said. “They are not business partners, they are slaves that are over worked; nose to exhaust pipe up to 9 hours a day!!”

The lack of work is just one reason why veterinarian Sarah Ralston, VMD, PhD, Dipl. ACVN, a professor in the Rutgers University Department of Animal Sciences, opposes legislation that would take these horses from their owners and force them into permanent retirement on yet unspecified farms.

Ralston said regular work and a set routine helps to keeps horses healthy and enhances the animals’ quality of life. “Sorry, did she really say ‘ enhances the animals’ quality of life’?? What utter bxxxxxxt! Making a horse walk on concrete, nose to exhaust pipe, dodging traffic, up to 9 hours a day; could cause severe leg & hoof damage which would give no horse a decent quality of life!” 

“The carriage horses, on the whole, are showing no signs of distress or unwillingness to work when asked to do so,” asserted Ralston. “They are well adapted to their environment. If they weren’t, they would not last long on the streets.” ” Well I would bet if they had a say in the matter, horses wouldn’t want to be on the streets. It’s not a willingness to work, they don’t have much say in the matter; they are forced to work!”

More importantly, Ralston said, such legislation sets a dangerous precedent for horses as well as for the humans who look after them.

“If a horse is in its stall without access to pasture, but is getting quality basic care and regular exercise, should we say that this horse is being abused, or is it cruel to ask a horse to do a job that it is well-trained for and capable of doing without distress?” Ralston said. “No it’s not cruel to keep a horse in it’s stall, my horse is in over winter, as are most, to let the pastures rest!.But she goes on the walker twice a day & goes in the working arena twice a day; to let off steam & have a roll around with the other horses; so that isn’t cruel! But I do think it is cruel to make a horse work on concrete for up to 9 hours, surrounded by noise, fumes & dodging traffic; which I would say as a horse owner, would cause some amount of stress!!”

“This is the norm for a majority of the horses kept in urban and suburban settings, and this (kind of legislation) sends a terrible precedent that should have the entire horse industry up in arms.” “Sorry but horses are flight animals that could react in a second to a certain noise, which would put all parties in danger…I can’t believe a vet would say a horse wouldn’t be in distress…surrounded by loud noises & traffic…glad she’s not my horses vet!!” 

Meanwhile, Feldman declined to comment on whether NYCLASS will talk with horse-drawn carriage operators and others about what the proposed ordinance should contain.

“All I can say is that we intend to make sure our ordinance is fair and equitable to all parties,” Feldman said.

While New York City’s proposed ordinance is being prepared, lawmakers in Philadelphia, Pa.; Salt Lake City, Utah; and Chicago, Ill., are re-examining their own rules governing horse-drawn carriages.

In Philadelphia, Mark McDonald, press secretary to Mayor Michael Nutter, said the city has no current plans to ban horse carriages there. Instead, a working group is reviewing regulations already on the city’s books.

“The (working group) will focus on licensing and enforcement of our (regulations) regarding carriage horses and the stables that house them,” he said.

In Salt Lake City, City Council Chairman Charlie Luke said council members voted to support an amendment to the city’s existing ordinance on Feb. 4. In part, the amendment regulates the ages of carriage horses, authorizes random drug testing of drivers, and requires carriage companies to educate the public about the carriage trade and how carriage horses are cared for. Luke also said the ordinance puts under contract the company that provides horse-drawn carriages in Salt Lake City.

“The contract gives us more leverage to regulate the industry,” Luke said.

Finally in Chicago, Donal Quinlan, press secretary to Ald. Ed Burke, said Burke introduced legislation on Feb. 5 that would cease the city’s issue of new horse-drawn carriage licenses until all such licenses have expired. That ordinance, which is backed by Mayor Rham Emanuel, remains pending in the Chicago city council.
