A new law to ban the use of wild animals in circuses is being repeatedly blocked by a trio of Tory backbenchers, despite the personal support of David Cameron, the government, Labour and over 90% of the British public.
The bill was blocked for the seventh time on Friday afternoon, a move its supporters called a “travesty” and an “outrage”. Dozens of lions, tigers, zebras and camels are still used in travelling circuses and in 2012 the government pledged to outlaw what Cameron called the “outdated practice”. But despitepublishing the draft law in 2013, it has since failed to pass it.
“It is very much a matter of a tiny number of Tory backwoodsmen preventing this from happening,” Fitzpatrick told the Guardian. “It is frustrating, but we are keeping the issue alive – it won’t go away.”
“The days of transporting wild animals in the back of lorries around towns and cities to show them off to people are long gone,” he said, noting that many nations, from Bosnia to Bolivia, already have bans and that safari parks and zoos provided alternatives. “We think Britain should join the 21st century.”

“It is a travesty that the actions of just three MPs are preventing legislation to end animal suffering from being passed,” said Jan Creamer, president of Animal Defenders International. In April, Cameron told ADI: “Yes, we are going to do it.”
A spokeswoman for the Department of Environment, Food and Rural Affairs (Defra) said the government bill would be passed “when parliamentary time allows”. However, the current parliamentary programme has the smallest number of bills for 20 years. Fitzpatrick said there clearly was time and he had “no idea” why ministers will not fulfil their pledge.
The British Veterinary Association backs the ban, stating: “The welfare needs of wild animals cannot be met within a travelling circus, in terms of housing or being able to express normal behaviour.” The RSPCA said: “Cramped and bare temporary housing, forced training and performance, loud noises and crowds of people are often unavoidable realities for the animals.”
But Rosindell, who has blocked the bill twice said: “The circus is a Great British institution, which has proved that it has the high standards of welfare which are rightly expected of it, and I strongly believe that it deserves to be defended against the propaganda and exaggerations.”
He added: “None have been taken from their natural habitat; all are from several generations of animals born in captivity. I believe it would be much more cruel to remove them from the life they have always known in living and performing with their loving owners in the environment they are accustomed to.”
Creamer said: “By blocking the bill they are defying not only the wishes of their own party and their constituents, but also the British public and Parliament. There is also clearly time to pass a ban and the government needs to act now.” A 2010 government consultation found 94% of the British public supported a ban on wild animal acts.
Maria Eagle, Labour’s shadow environment secretary, said: “The British public will be outraged that, when given the opportunity, a determined group of Tories have repeatedly dug their heels in. The next Labour government will ban wild animals in circuses.”
Fitzpatrick said: “I think a ban on wild animals will come in sooner rather than later, but I have severe reservations about whether we get it in before the election next May.”

In the UK, we participated in a government-convened Circus Working Group in the late 1990s and again in 2006. We have investigated and exposed the treatment of wild animals in circuses on many occasions, and helped to relocate animals from circuses to better conditions.
Numbers of circuses with wild animals and the number of wild animals used by circuses have declined in recent years but we consider that a ban on wild animals in circuses across the UK is long overdue. A travelling circus environment simply cannot provide for the needs of wild animals.

The Government made a commitment to bring in a ban on wild animals in travelling circuses in England in March 2012, and has repeatedly confirmed their commitment ever since.
There is now a very limited window of opportunity for the government to make good on its promise of a ban within this session of Parliament. Parliament is scheduled to be dissolved at the end of March 2015.
Draft legislation to ban has already been introduced in Parliament. This legislation is not considered to be controversial, has the overwhelming support of Parliamentarians, and could progress quickly through Parliament.
There is strong public support for a ban which would be a quick and easy “win” for this Government.
Any delay in bringing in a ban in England could reduce the chances of bringing in bans in Wales, Scotland and Northern Ireland.
Leading animal protection organisations including the Born Free Foundation, RSPCA, the Captive Animals’ Protection Society, and the British Veterinary Association are all agreed that a ban is long overdue.
Quite simply, a ban is the right thing to do in a compassionate society that cares about animals and we must not let this opportunity be lost!

The Ugliest Show on Earth report (USoE) and video chart the findings of an 18-month study and investigation into the use of animals in circuses – the most comprehensive study of animals in circuses ever undertaken.
Between 1996 and 1998, ADI undercover Field Officers worked in 13 UK animal circuses and winter quarters, and 5 foreign circuses which were exhibiting animals supplied by UK circus animal suppliers and trainers.
The team of five people involved in the undercover work made observations totalling 7,280 hours. Over 700 hours of videotape was recorded, with nearly 400 hours of this being used in evidence for the prosecutions which followed the publication of the report and release of the video programme of the same name.
The video highlights the main findings of the study and is probably most famous for the shocking scenes of brutality to elephants and chimpanzees at Mary Chipperfield Promotions in Hampshire, UK. These scenes allowed ADI to issue summonses for cruelty to animals which were subsequently taken over by the UKs Crown Prosecution Service, and convictions for cruelty were secured against Mary Chipperfield Cawley, her husband Roger Cawley, and their elephant keeper, Michael Steve Gills.

Backers of the Concentrated Animal Feeding Operation anti-videoing legislation — “ag-gag” — have already lost the war, even if the legislation passes. Especially if it passes.
Their best hope is to change strategy.
Senate Bill 1337, which has passed the Senate, bars a person who “without the facility owner’s express consent or pursuant to judicial process or statutory authorization, makes audio or video recordings of the conduct of an agricultural production facility’s operations.” More specifically, it’s intended to ban (though various existing laws already theoretically do) the videotaping of what happens to livestock in concentrated animal feeding operations.
This is significant in Idaho, home to some very large CAFO operations in the Magic Valley and southwest. The new bill would punish violators with up to a year in jail or a $5,000 fine; critics note that’s the same as the state penalty for animal abuse.
Similar legislation has been proposed, most often failing to pass, in more than a dozen states; a Utah law is being challenged in the courts.
The Idaho bill was specifically prompted by a video shot in 2012 at Bettencourt Dairy at Hansen, showing workers beating on livestock. Last week another video shot at an Idaho CAFO, which added animal sexual abuse to the mix, was released. Both have had many, many views, and they’ve gone viral on social media.
We can’t know if the videos alone would have generated massive international attention. We do know the videos, combined with legislation to ban shooting more of them, has sent interest in the subject sky high in news reports nationally and overseas.
The story is irresistible: An attempt to keep the lid on what people have already seen. But memories aren’t so easily erased. Nor is the technology, which keeps moving in the direction of disclosure, as privacy advocates regularly remind us.
Among other responses to the bill are petitions — some inside Idaho, some by national animal advocacy groups. Petitions usually do little by themselves, but they can assist organization efforts, and they keep the subject visible.
Not only are smaller and relatively hard-core groups like Mercy for Animals, which released the Bettencourt videos, involved in this, but also larger and better-funded groups like the Humane Society of the United States. The subject of CAFO livestock has gone mainstream.
If you doubt that, watch the latest series offering from Netflix: The satirical but pointed “Farmed and Dangerous.” The initial plot hook involves an exploding cow. Once issues like this get into cultural discussion, national regulation and legislation may, in time, follow. It’s in the spotlight now.
The Magic Valley has benefited recently from arrival of a number of food processors who came there largely because of the easy supply of dairy products. Don’t be surprised if boycotts of some of them start — and lead to business responses. To see this playing out, Google the Wiese Brothers Farms in Wisconsin and read about the videos and other reports that led a frozen pizza company to cut all ties with them.
Nor is that all. If SB 1337 is signed into law (as seems likely), watch for this: An activist who deliberately violates it, shooting more video, intending to get caught, and insisting on a very public trial that could draw more national and international attention, kicking in the cycle all over again.
The problem for livestock operations is not insoluble. The simplest out is to improve and closely monitor operations, then throw open the doors for public viewing.
Some CAFO advocates have argued that much of what has been shown on the videos has been unusual aberrations, that most livestock is treated better before slaughter than the videos suggest. An open-door policy would be the one practical way to prove it.
Some of what inevitably happens in the best of meat processing businesses is of course difficult for many people to stomach, but the operators could fairly argue that if you want your meat at the supermarket, this is how it has to get there. Since most people do want their steaks and burgers, the argument might settle down, on at least higher ground than it occupies now.
Legislation has its uses. But CAFOs here have among other things a public relations problem, and these kinds of laws seldom are much help with that.

Hidden camera video secretly shot by an investigator with Mercy For Animals at an Ohio dairy farm reveals shocking, malicious cruelty to calves and cows. The video, recorded between April and May, 2010, shows dairy farm workers beating cows in the face with crowbars, stabbing them with pitchforks, breaking their tails, and punching, throwing, and kicking calves.

On the heels of the recent viral diarrhea outbreak, yet another virus is plaguing pigs on factory farms in the Midwest, this time in Ohio.
“National Hog Farmer” magazine reports, “A new coronavirus has been identified in pig fecal samples from four Ohio swine farms, according to the Ohio Department of Agriculture.”The article explains that although the symptoms are similar to the ongoing outbreak of Porcine Epidemic Diarrhea Virus (PEDV), this is an entirely new coronavirus born of extreme confinement on today’s hog farms.
And according to “Feedstuffs,” the samples were taken from farms that “experienced outbreaks of a diarrheal disease in sows and piglets in January and early February.”The Ohio Department of Agriculture has yet to determine whether this new virus is the cause of the diarrheal outbreak.

FRESNO, Calif. (KFSN) — Fresno police arrested two teenagers accused of beating up a 45-year-old homeless man and killing his small dog.
Police arrested 18-year-old Alejandro Lopez and a 16-year-old male after they were identified by the victim. Police suspect both are gang members.
Police say the victim is a 45-year-old homeless man who was walking through the parking lot of the Mosqueda Community Center in Southeast Fresno before 10:00 p.m. Monday.
Lt Jose Garza with the Fresno Police Department says officers don’t know the victim’s encounter with the group of teens turned violent.
“For gang members they really don’t need a reason to victimize people, they do it, that’s what they do,” Garza said. “They surrounded him and started kicking knocked him to the ground.”
Garza said they started yelling out their gang before they started their assault. Garza also said the man had a backpack. The man’s dog, a terrier-mix named Snoopy, was in the backpack. Garza said the teens turned their attention to the man’s pet.
“They took the dog out of the backpack and repeatedly kicked the dog and ended up killing it,” he said.
Garza said there were two teenager women with the group of attackers who took pity on the victim, who helped him up and told him to run.
The victim ran to a convenience store down the street, at the corner of E. Butler Ave. and S. Maple Ave.
The store clerk told Action News he remember seeing the man frantic in the parking lot, telling customers that he had been attacked and his dog was dead. The clerk said the man was able to flag down a police car that was stopped at the traffic light.
Police say the victim is fine and refused treatment. He was released at the scene.
Officers believe there were five or six people involved in the attack. They are asking the public’s help in finding the rest.
The suspects in custody are facing charges of assault with a deadly weapon and cruelty towards animals.

A man in Cobb County, Georgia has been arrested for allegedly mutilating two puppies his neighbors gave him to watch.
A 14-year-old neighbour of Davishad given him and his girlfriend the twopit bullpuppies. A pit bull rescue groupwas going to pick the dogs up within a few days. But the neighbour, Tyler Tedesco, learned that Davis had killed the two puppies. He called 911.
“I saw that, I dropped what I was doing and just walked away. I couldn’t bear to see that because I raised those dogs,” Tedesco told WSBTV.
Davis allegedly killed both puppies with apair of scissors. Police said one dog was beheaded, while the other was stabbed in the throat. It is unclear why Davis killed the puppies.
“We all ran back to the house and cried. As soon as we saw it, it was something nobody wants to go through or see. And it’s really hard for all of us to know that somebody could even do that to a poor innocent animal,” Tedesco said.

Arturo is a 28-year-old polar bear who lives in a zoo in Mendoza, Argentina. Activists have been campaigning to get him out of Mendoza for months, saying the scorching hot weather is taking a toll on him. A zoo in Canada has even offered to adopt him, but local authorities have swayed back and forth on whether to let him go.
◕According to his keepers, Arturo was born in captivity in the United States. He has spent two decades in Mendoza’s zoo, where he is the only polar bear. Local activists have published multiple videos showing his living conditions online, and petitioned the zoo to let him go to Canada – but despite their continuing efforts, it seems he may not be leaving his pen anytime soon.
◕In the wild, polar bears live an average of 15 to 18 years. However, in captivity, they can live well into their 30s; one bear in a Canadian zoo lived to be 42.

◕◕I first heard of Arturo’s plight through friends of mine in Mendoza who are part of environmental groups there. It was clear from their reports and from videos they filmed of Arturo that he was suffering from the terrible heat in Mendoza, which is not suitable for an animal meant to live in much colder temperatures. We became especially worried about his situation after another polar bear kept in a zoo in Buenos Aires died from the effects of the heat there last year. And that bear lived in much better conditions, in an enclosure with a deep pool and big blocks of ice
.◕As you can see in the videos,(**see below) Arturo lives in a concrete enclosure with only a shallow pool. There is no way for him to escape the heat, which can rise to more than 40 degrees Celsius during the summer months in Mendoza. [The polar bear in Buenos Aires, who was 16 years old, died on a day with a high of 36.7 degrees]. He has been filmed rocking back and forth in a way that animal experts say signals distress. It breaks my heart to see this.◕◕Since I live in an area that is much more suitable for polar bears, I contacted a polar bear conservatory here, which offered to send their experts to evaluate Arturo’s condition and, if he was found fit to travel, take him back to their centre to live out the rest of his life, at no cost to the Mendoza zoo.◕At first, Mendoza zoo officials refused, but then changed their minds and invited the conservatory’s experts to come see Arturo in November. However, just days before the scheduled trip – when the Canadian experts had already booked their tickets, packed all their equipment, etc – the invitation was retracted. [Editor’s Note: The province’s environment minister commented on this decision in a local radio interview by saying that the Canadians were “like pirates” who wanted to steal their bear, and alleged that the trip would kill him.] We were all very disappointed by their decision.
“It seems to me that the zoo is putting its pride ahead of Arturo’s well-being”◕It seems to me that the Mendoza authorities are putting their pride ahead of Arturo’s well-being – and may not want to lose an attraction that brings revenue to the zoo.◕◕Activists in Mendoza are not giving up the fight, however; they have collected more than 60,000 signatures and presented the petition to the local governor. My fingers are crossed, though I worry that nothing will change as long as the local authorities are in office.✦✦FRANCE 24 contacted Don Peterkin, the director of Winnipeg’s Assinoibe Park Conservancy. He replied with the following statement: “We have left our offer to accept Arturo open but have not had any recent communications with officials in Mendoza. As Arturo is ultimately their responsibility, we have to leave the next step, if any, to their discretion.”

The stark reality of the zoo..
March 2013 -. Images taken at the zoo in Mendoza, Argentina on 18 June 1903 are the first animals brought. From that time many other animals were taken there to be exhibited and used for commercial gain and environmentalists as if their lives do not import them or belonged to them. Zoos, contrary to what many people think, are centers where animals suffer and suffer all kinds of hardships.
The animals in zoos are caged for life by depriving them of the opportunity to develop their interests and needs. A Zero activist Speciesism imaged stress, anxiety, sadness and suffering zoochosis animals. The unfair reality of Arthur around more visible than other captive animals in the zoo, as the last polar bear Argentina. He presents a clear case of zoochosis. “How the hell can he get off after such a heinous crime; who says the dog didn’t suffer? I’ve never heard anything so bloody stupid in all my life. What about premeditated intent to kill, surely that counts towards animal cruelty etc! Instantly or not, this psycho should be put away for a very long time before he endangers or kills more lives; sick bastard!!!”
As if blowing up a dog wasn’t enough to spark outrage in anyone with a heart, it has been made all the worse because charges of animal cruelty have been dropped against the man in what some believe is a ridiculous loophole in the law.
“It sounded like a high-power rifle outside my window,” said Skamania County Sheriff Dave Brown, who was awoken by the blast.
A number of neighbors called authorities, who arrived atDillngham’s home to find the dog’s remains scattered about the yard. Deputies said Dillinghamwas throwing furniture that he claimed was possessed “by the souls of demons,” outside in preparation for “the rapture.”
The deranged man said that he killed Cabela because his ex-girlfriend, who had given him the dog, “put the devil in it.” He distracted her with treats while securing the device around her neck.
Dillinghamowns a fireworks stand called Thundershack, and made the bomb using black powder from the fireworks. He protected himself and detonated the device, which killed Cabela instantly.
He was arrested and charged with animal cruelty, but the charge was dropped due to wording in Washington law, which states:
(1) A person is guilty of animal cruelty in the first degree when, except as authorized in law, he or she intentionally (a) inflicts substantial pain on, (b) causes physical injury to, or (c) kills an animal by a means causing undue suffering, or forces a minor to inflict unnecessary pain, injury, or death on an animal.
(2) A person is guilty of animal cruelty in the first degree when, except as authorized by law, he or she, with criminal negligence, starves, dehydrates, or suffocates an animal and as a result causes: (a) Substantial and unjustifiable physical pain that extends for a period sufficient to cause considerable suffering; or (b) death.

Because Cabela died instantly, it was determined that she did not suffer, and animal cruelty laws revolve around the concept of suffering. Apparently, violently and unnecessarily murdering a dog is not illegal.
“We’re taking this very seriously because it is clearly a violation of state law,” said Undersheriff Dave Cox. “It’s a pretty laid back bunch of folks here who own a lot of animals, so it was fairly disturbing to have this happen.”
“I don’t think anybody in my office or prosecutors or the criminal justice system will sit back and say the dog is no big deal,” Brown said. “I think it’s a tragedy.”
Dillingham is no stranger to law violations: he has previously been in trouble for felony unauthorized use of a vehicle, assault, and two charges of drunken driving.
He is due back in court August 15th, where additional charges may be filed.
“We are reviewing the animal cruelty statutes and case law, and if the law allows we will file additional charges in relation to the killing of the dog,” said Adam Kick, the Skamania County prosecutor.

A Washington man who blew up his dog because he thought it was possessed by the devil somehow avoided animal cruelty charges. Authorities decided to charge Christopher Dillingham with reckless endangerment and possession of an explosive device, but not animal cruelty, because the dog didn’t suffer.
Skamania County deputies arrived at Dillingham’s home early Sunday morning following multiple reports of a loud explosion. The remains of the dog, a yellow lab named Cabella, were scattered across the 45-year-old’s yard, Gawker reported.
Dillingham, a fireworks stand owner with a lengthy criminal record, used a homemade explosive device to blow up the dog. He said that his ex-girlfriend, who had given him the dog, “put the devil in it.” Dillingham was making preparations for a nuclear “rapture” and had also taken all the metal objects out of his house because they were inhabited by “the souls of demons.”
Cruelty charges require proof of animal suffering and because the dog’s death “was instantaneous,” police decided the cruelty charge wasn’t warranted. Skamania County Prosecutor Adam Kick did say animal cruelty charges will be added later “if the law allows.” Dillingham is in jail. His bail has been set at $500,000.
“Few words are needed to describe this zoo, dirty, overcrowded, dilapidated; hell on earth for it’s poor residents. Many need moving to specialist zoo’s who can undo the harm caused at this disgusting hovel. There are rumours that meat brought in for the animals is shared amongst the staff to take home either for themselves or to sell on; that would account for the animals being so thin! Also talk of wildlife trafficking as some animals have gone missing in the past!

A Sumatran tigerat Surabaya Zoo inSurabaya, East Java, died on early Thursday after suffering digestive and respiratory problems for two years.
The zoo’s curator, Penta, said that Rosek, a 13-year-old Sumatran tiger, was founddead in its cage by a zookeeper. “We had been trying to treat Rosek and gave it enzymes for digestion. We also took the animal outside its cage for a walk and some sun,” Penta told The Jakarta Post on Thursday.
He said Surabaya Zoo now had only 10 Sumatran tigers, seven of which were females. One female tiger is currently undergoing treatment for an illness similar to that of Rosek. “Her name is Melani, see her picture below, it’s hard to believe a tiger in a zoo, could be left to get so bad!”
Internal conflict has plagued Surabaya Zoo since 1998 and peaked in 2007, when a number of animals died allegedly due to poor treatment. On Sept.8, 2012, Santi, a white tiger, died due to paralysis. “The video below is of a white tiger”
Data show that almost 250 animals at Surabaya Zoo died in 2011, including a mountain goat that suffered digestive problems.
An autopsy found plastic bags in its stomach. The zoo’s veterinary team also found 25 stones in the stomach of a dead crocodile.
From June to August 2010, 20 animals died at the zoo, including a Sumatran tiger and 13 baby komodo dragons. Most of the animals died from pneumonia, dehydration caused by diarrhoea and malnutrition, while other problems included a dirty and poor environment and lack of nutritious food. (asw/ebf)
Melani was born at the Surabaya Zoo 15 years ago and has been suffering from an undiagnosed digestive disorder for the past five years. Her weight has dropped to less than 60 kilograms (132 pounds), down from 75 kilograms and below the normal range of 75-110 kilograms. Her eyes look sunken and bones can be seen beneath her skin. “See the video below!”

“I think euthanasia is the best option to end her suffering because it is difficult to be cured,” said Tony Sumampouw, chairman of Indonesia’s zoo association, who was appointed to oversee the Surabaya Zoo after the government took control of it in 2010.
He added that Melani’s illness is likely the result of mismanagement and poor nutrition since she was young.
Melani is one of 10 Sumatran tigers — the world’s most critically endangered tiger subspecies — left in the zoo following the death two weeks ago of Rozek, a 13-year-old male. He suffered similar gastrointestinal problems for four years.

The zoo’s remaining Sumatran tigers, which are part of a breeding program, are kept in dirty, cramped cages along with 10 Bengal tigers. All appear healthy, but remain at great risk, Sumampouw said.
Chaerul Saleh, the WWF wildlife group’s campaign coordinator on endangered species protection, said he hopes the latest tiger cases will force government and zoo authorities to do more to safeguard the animals. Strong action is needed to change the culture of neglect and corruption within the facility, he said.
The zoo has been plagued by uncontrolled breeding, a lack of funding for general animal welfare and suspicions that staff members may be involved in illegal wildlife trafficking.

Questioned in Berlin, Surabaya Mayor Ashamed of Zoo
TEMPO.CO, Surabaya – Surabaya mayor Tri Rismaharini received many questions about the management conflict in Surabaya Zoo (KBS) when she visited Berlin a few months ago. As the result of the continuing conflicts, some animals died and abandoned. “I was truly ashamed when they highlighted KBS. I could not do anything,”
Risma could only explain that the management of the Zoo is conducted by the Ministry of Forestry and not her authority. “They asked, how does your country manage this? I am honestly ashamed at the time,” said Risma.
Melani the Sumatran tiger heaves herself painfully to her feet, walks to the fence and is hand-fed a few pieces of chicken cut into small chunks. She’s skin and bone, but she eats less than a child might before returning to chew, like a sick domestic cat, on the grass.
There are less than 400 of Melani’s kind still roaming the dwindling forests of Sumatra, and soon this zoo-bound specimen will also be dead, after spending most of her life in squalor in Surabaya Zoo.
She suffers from an unidentified wasting disease which means her food, even when it’s minced, passes through her, almost entirely undigested.
The Surabaya Zoo is a nightmare, plagued by uncontrolled breeding, a lack of funding for general animal welfare & staff are involved in illegal wildlife trafficking.
Zookeepers have been taking meat meant for the tigers and selling it in the local market. The tigers are emaciated & the 180 pelicans packed so tightly they cannot unfurl their wings without hitting a neighbour.

FANTASTIC NEWS – MELANI. Not long ago, I have been informed by Zoos and Aquaria and Taman Safari, Indonesia, that the beautiful tigress Melani, has been safety transported and arrived at Taman Safari.
She is eating well, however her front and lower K9’s are looking quite rotten. Her demeanour is wonderful and she is now currently under going further veterinary testing. This is Melani when she arrived hours ago at Taman Safari.
On a side note, we understand that people are very passionate about this case, however please DO NOT write abusive or threatening letters to either Zoos and Aquaria or Taman Safari, as these are NOT the people who have had control over Surabaya Zoo.
In any case, if you write, please keep your language polite, however instead of cluttering up the good peoples email boxs with your demands, please work together in a positive way. As you can see, Melani is now getting the correct care she needs, she is safe and in the best hands now.

49 Animals Transferred From Surabaya Zoo – At last some are rescued (they call it transferred)
TEMPO.CO, Banyuwangi – As many as 49 animal collections from Surabaya Zoo (KBS) were transferred to Mirah Fantasia, Banyuwangi. The transferred animals include elephants, orang utans, iguanas, hippos, bekantans, gazelles, and some other mammals and birds.
From Surabaya, the animals were transferred by trucks to Mirah Fantasia. Rahmat Suharta, the Chief of Health Department from Surabaya Zoo, said that some of the animals must be transferred because KBS has been overloaded.
Rahmat also informed that Mirah Fantasia has already gained a conservation center operational license from the Natural Resources Conservation Office.
Ketut Suwardika, Mirah Fantasia Deputy Director, expected that the new collections will increase the number of visitors.
A baby elephant pulls against the chains secured around its legs as it moves around a cramped, concrete cell. One of the keepers tells Sumampau the chains are used to train the young elephant to walk.
Tony Sumampau was brought in by the Indonesian government to lead a temporary team to improve conditions when it took over the privately run zoo in 2010. He now spends two days a week trying to teach zoo staff how to care for animals kept in cramped and unsanitary living conditions for far too long.
Before Sumampau arrived, about 25 of the zoo’s 4,000 animals died each month, many of them prematurely, from disease and neglect. Among them was a cheetah, a gift from South Africa’s President, whose leg was bitten off by a tiger and later died.
Poor sanitation and uncontrolled breeding also remain serious challenges for the zoo.
Lutvi Achmad, the head of the East Java Natural Resources Conservation Center, who works with Sumampau, told CNN, “This overpopulation has been going on for so long, there’s inbreeding and for sure this won’t be a good thing for the Surabaya Zoo.”
The biggest problem Sumampau says is the lack of understanding of animal welfare and conservation. He is slowly training the zoo’s 70 keepers but faces resistance from some who have worked in the zoo for years, even decades.

According to the Monitor.com, Castillowas released from jail on June 25 forpublic lewdness and having sexwith the mare named Nadia.
On June 28, he was caught on a video surveillance camera having sex with the same horse again.
A previous record shows another arrest in January 2012 for similar allegations.
The Houston Chronicle statesHidalgo County Sheriff Lupe Trevino describes Castillo as a laborer with prior arrests for theft and possession of marijuana. The Sheriff stated:
“The guy is practically harmless, except for the horse. I can’t just ignore this and allow it to keep happening.”
The Sheriff is hoping Justice of the Peace Bobby Contreras will order Castillo to get treatment. Bond was set at $35,000.
