Accused of 17 Counts Of Animal Abuse & Neglect – Kathleen and Donald Perkins
Police say the couple went on a two-week vacation, leaving their dogs locked up at home, alone, without enough food or water. This is not the first run-in the pair have had with animal control.
Both Kathleen and Donald Perkinsplead not guilty in court, accused of the 17 counts of abuse and neglect. The Perkins’ operate Celie Kennels out of their Ten Rod Road home, breeding golden retrievers for over a decade, according to their website.
Last week, 10 golden retrievers, six papillons, and one cat were removed from the Exeter home after State Police received a call from a concerned neighbor. Animal Control responded and found the dogs in “unsafe” conditions.
“The dogs were in crates barely big enough for them, standing in urine and feces. Their paws were raw and they had little or no water,” said Sgt. David Bassignani of the Rhode Island State Police.
All the dogs and the cat are being housed at several shelters across the state and will remain there until the judge rules on the case. Several neighbors of the Perkins’ have contacted animal control in the past.
“We have in the past had calls made by concerned citizens about the living conditions of the animals,” said Dr. E. J. Finocchio, Director of the RISPCA. The pair are due back in court on January 13th.
"OMG...this is beyond sickening, I can't see the dog walking willingly into fire, so she was either burnt or doused in some type of chemical; on purpose. I pray they catch the scum that did this & will keep her in my prayers, in the hopes that all her pups make it & she finds a forever loving home!"
WEST PALM BEACH, Fla. – A pregnant dog that was severely burned is doing much better after being taken in by a local animal rescue group.
“Someone did something unkind to this very sweet dog,” says Donna Casamento with Big Dog Ranch Rescue.
It’s something so unkind, it’s horrific to view. Nina, a terrier mix, has second to third degree burns on her chest, all the way down to her legs.
“It’s been a very very sad situation. We weren’t sure when we first got her how the burns happened,” said Casamento.
But Donna thinks Nina’s burns may have been intentional. And what makes this worse, she’s pregnant.
“Whether she walked into a fire on the ground, like a fire pit or was pushed into a fire pit. Dogs don’t walk into those kind of situations,” she said.”
Now the race is on to save the unborn dogs while Nina recovers. “It’s somewhat difficult for us to tell exactly if the puppies are still alive yet,” Casamento said.
Nina was brought up yesterday from Miami-Dade rescue. Veterinarians here are taking care of her around the clock. “Every couple of hours, she’s getting this applied to her and then several baths throughout the day,” said Donna. “We’re giving her pain medication about every three or four hours at this point.”
The hope is eventually to find her and her babies, a loving home. “In spite what she’s been through, all she wants to do is sit with her head in our lap and get love. This is a great dog,” she said.
Vets say once Nina becomes comfortable, they’ll be able to perform an ultrasound to see if the puppies are alive. They’re asking the community to help with donations for Nina’s care. Find out how you can help at their website, http://www.bdrr.org/ .
Miami-Dade animal rescue is investigating the case.
“Somebody must know who these puppies belong to, imagine if they had died from the cold; could you live with that on your conscience? If they have done it once, they will do it again…please help find those born without a heart & make them pay! Everybody knows there are charity’s that will take your dogs if you can’t care for them. To simply leave them in a box outside a shelter isn’t good enough, they could have died due to weather conditions; it’s just a cowardly way out, for someone who doesn’t give a SxxT about living sentient beings…& it makes me so fxxxxxg mad!!

SAN ANTONIO, Texas — Animal cruelty investigators are asking for the public’s help to find the person responsible for dumping puppies outside Animal Care Services.
“Leaving them outside, unattended, and nobody is around. And the weather conditions are bad where they could potentially die,” said Audra Houghton, ACS field operation supervisor.

In 2014, ACS issued more than 5,000 citations for animal cruelty and sent 42 cases to the district attorney‘s office. Animal cruelty investigators said San Antonio can do better. They said it comes down to public education.
“That’s probably what the biggest issue is. We have owners who can’t necessarily afford to care for their pets and don’t think they can afford to. Those are all things that can be remedied. So our officers try very hard to educate the public,” said Houghton
Abandoning animals is considered a misdemeanor with a four thousand dollar fine and up to a year in jail. The puppies appear to be two-month old Spaniel blends. ACS says the puppies are not old enough to be adopted yet. ACS asks anyone who has information about the person who left the animals to contact the organization at (210) 207-4PET (4738).

“An animal rights lawyer in Beijing said that official claims that all dogs are bred by local dog farmers is false. An Xiang said according to research there are no such farms and that all dogs are abducted from the streets.”
“It is thought most dogs are pets or strays abducted from streets. Vendors then buy them for around nine yuan (85p) and sold for 25 yuan. People who steal the dogs make the biggest profits of all, the news agency said.
“Another risk factor highlighted is poor food safety. Liu Lang, director of the Beijing Small Animal Veterinary Association said butchers slaughtering the dogs are at risk of rabies, while the meat is not properly quarantined or inspected, increasing the chance of food safety problems.”
“While a quarantine regulation on dogs and cats was introduced by the Ministry of Agriculture last year, meaning all cats and dogs had to be quarantined before transport, this is rarely observed, he added.”
“Li said there were no dog farms or slaughterhouses that safely produce dog meat: “I was told there are four major workshops that produce dog meat in the city. I visited them and found all of them had no business licences or certificates.”
*UNCONSTITUTIONAL TO PROTECT ONE GROUP BUT NOT THE OTHER
“Medical staff have been banned from attending the dog meat festival by health authorities from three local hospitals: “According to the directive issued by higher authorities, hospital staff are prohibited from having dog meat at food stalls, restaurants or hotels in Yudong and Fumian districts,” the notice read.”
“According to South Morning China Post, local restaurants have been ordered to cover the word, dog, on signs to appease protesters: “Food safety authorities told us to change our signboards due to the objection of certain dog lovers,” staff members reportedly said.”
*LOCAL YULIN GOVERNMENT STILL CULPABLE*IT’S UNCONSTITUTIONAL TO NOT PROTECT YOUR CITIZENS“In Yulin, local authorities have stressed that they had no hand in organizing the controversial dog fest.
Conclusion: Corruption is flagrant and decimating China’s cats and dogs ruins China’s reputation, threatening their economy.
Conclusion: The YDMF is detrimental to the social and moral development of China’s citizens.
Conclusion: China needs to develop animal welfare laws and not use the YDMF to “clean-up” their stray cats and dogs.
Conclusion: Allowing the YDMF to continue, contravenes the Chinese Constitution and other laws and administrative regulations because every aspect of the YDMF is illegal and makes China look bad in the world’s eyes. There is more to this festival than China’s ability and freedom to eat cats and dogs and the false health benefits derived from part-taking in the consumption of cat and dog meat, but the festival enables corruption to run rampant throughout China and its bordering countries, like Vietnam.It is imperative to the people of China, specifically for the prosperity of their children, for the good of their social and moral development and the benefit of good health, that the local YuLin government be encouraged to cancel the festival.

The annual YuLin Summer Solstice Dog Eating Festival takes place on June 21st, in the Guangxi Zhuang Autonomous Region, People’s Republic of China.
This video demonstrates the cruelty cats and dogs go through prior to the festival. Their journey to the festival is wrought with much pain and agony. Because there are no animal welfare protection laws in China, saving them from the sordid dog meat trade (DMT) is difficult. The owners of stolen pets have no recourse either because laws are not broken.

“I would be first in line to pick up this stunning mare, how anyone could just abandon her is beyond my comprehension; there is no & never will be, a good enough excuse for this cruel crime, whilst animal organisation exist to help!. But a former race horse that costs thousands, then doesn’t race well, is more than often sent to slaughter or abandoned! I hope they find whomever she belonged to; then proceed with criminal charges! MIAMI, FL (February 17, 2014)
Defense Team, a Thoroughbred gelding, was rescued today by South Florida SPCA. Laurie Waggoner, SFSPCA director of ranch operations, received a mid-morning call from a Hialeah farmer who reported the former racehorse wandering along a road near one of his pastures, and that he looked “really bad…really skinny.” Waggoner and members of the Hialeah police department found the horse ambling roadside, eating grass.
“His body condition score is a 1,” said Waggoner, referring to the lowest score on the Henneke System of Body Condition Scoring (view chart.) Fortunately, Defense Team does not appear to be lame or have any other major issues or injuries. He will receive routine vaccinations and a Coggins test, along with farrier attention to his hooves which appear to have been neglected for some time.
The horse’s tattoo number matched that of Defense Team, and SFSPCA learned he was foaled in Florida on April 6, 1999. He was purchased in Ocala, FL for $6,000, and raced only once at Calder on December 28, 2001 where he finished 11 out of a field of 12. (View pedigree.)

“We have seen far too many undercover investigations, showing animals being beaten, slapped or whipped, even struck with electric cattle prods; to know that an animal’s life in the circus is not a good one. Animals do not belong in cages or shackled when not performing! They are forced to entertain the public by doing unnatural & stupid tricks, that can be detrimental to their health! Human safety is also an issue, when animals can’t take it any more & attack! There are plenty videos on YouTube showing trainers being mauled by big cats in the ring & elephants that have trampled their handlers, then charged the crowds looking for a way out; which sadly ends in tragic fatalities for the public & animal!! I personally think NO animal on earth should be forced to entertain humans for monetary gain…it’s wrong & immoral!!”

WORCESTER — The circus, complete with its lions, tigers and elephants, is still welcome in this city.
The City Council Tuesday night rejected a call for the drafting of an ordinance that would have banned the use of wild and exotic animals in travelling shows and circuses that perform here. The vote was 8-3, with Councilor-at-Large Konstantina B. Lukes, District 2 Councilor Philip P. Palmieri and District 4 Councilor Sarai Rivera voting in opposition.
Mrs. Lukes, who advocated for the ban as the past chairman of the council’s Public Health and Human Services Committee, said the intent of her order was not to ban circuses in the city, but rather to ban the use of animals that are subject to extinction, such as elephants.
She said circuses exploit such animals for profit and she believes it is “time to right a wrong” by banning their use in circuses that come here.
But Councillor-at-Large Michael T. Gaffney, who pushed to have a council vote taken on the matter after it had been tabled last month, said the proposal was not just about banning elephants in circuses.
He said he believes that animal-rights advocates would eventually move to have animals banned in other things, such as petting zoos.
“This is the first step of saying we shouldn’t have animals period,” Mr. Gaffney said.
Meanwhile, District 5 Councillor Gary Rosen argued it was time for the council to put the issue to rest.
He said the council had become mired down talking about whether it should ban a legal business such as a circus at a time when it has so many other important issues requiring its attention.
Mr. Rosen said if people object to wild and exotic animals performing at circuses held in the city, then they simply shouldn’t go to them. (What a knob head!!!)
“What are we doing even talking about this?” Mr. Rosen asked. “I think we’re foolish to be talking about banning a legal business from coming to Worcester. If people have a problem with the circus, then they should stay away, but they shouldn’t tell others they can’t go.”
Last year, the City Council Public Health and Human Services Committee asked the Law Department to review a model ordinance drafted by Born Free USA, a national animal advocacy group.
As part of its recommendation, the committee has also asked the city administration to draft an ordinance along the lines of the model ordinance that would keep out circuses and travelling shows that feature elephants, tigers, lions and chimpanzees.
At the request of Mayor Joseph M. Petty, the council tabled the proposal until it received a report from the city administration on the impact of such a ban.
In a report that went before the council Tuesday night, City Manager Edward M. Augustus Jr. said the proposal raises a number of concerns, including legal issues since it would ban an activity permitted by state and federal law.
City Solicitor David M. Moore said it is his opinion that any municipal ordinance prohibiting the use of wild and exotic animals in circuses staged in the city would be “invalidated” as pre-empted by federal and state law.
He said it would also trigger contractual issues between the city and SMG the company that manages the city-owned DCU Center (The DCU Center is an indoor arena and convention center complex, located in downtown Worcester, Massachusetts, USA).
SMG reports that the circus has an economic impact of $1.5 million during those years it comes to the DCU Center.
That economic impact includes ticket revenue, concessions, merchandise and parking for the approximately 20,000 people who attend the circus shows at the DCU Center.
Ms. Rivera said if Ringling Bros. and Barnum & Bailey Circus was not allowed to come back to the city, she believes that families would spend their entertainment dollars elsewhere in the community.
“That money will be spent in the local economy whether the circus is in town or not,” she said. “Families will find a place to take their children. Putting dollars to such (animal) cruelty; we have to ask ourselves what kind of a community we are? This is a serious issue and something we need to consider.”

Thursday, January 23rd, 2014 CAPS welcomes Scottish consultation on wild animals in circuses
Yesterday afternoon, it was announced that the Scottish Government has opened a new consultation to gauge public opinion on the use of wild animals in circuses. A CAPS spokesperson welcomed the news, saying “this presents us with an opportunity to move a step closer to a UK-wide ban on the cruel practice of exploiting wild animals in the circus ring”.
England has already promised to bring in a ban, and Wales has also shown willing to do the same. CAPS has worked with campaign partners for many years to encourage Scotland to follow suit, with a full public consultation forming the first step in that process.
Said Liz Tyson, CAPS Director:
“We encourage our Scottish supporters to get involved in the process and join us in calling for an outright ban on the use of wild animals in travelling circuses in Scotland. These measures are long overdue and this is the opportunity for compassionate members of the public to make a difference”.
CAPS has presented evidence to the Scottish Government in recent years on this issue and will be putting together a detailed response to the consultation and working with campaign partners towards a ban

It’s simple: Animals exist for their own reasons—they don’t want to be trapped in the wild, torn away from their families, confined to cages or small tanks, beaten, neglected, abused, or killed. You can relate, right?
The only reason why people eat, wear, confine, and kill animals is because animals can’t fight back. Industries that exploit animals may not listen to the voices of the animals who are crying out for help, but they will listen to yours!

Whether it’s making sure always to adopt animals from shelters instead of buying from a breeder or a pet store, telling local stores to ditch glue traps, speaking out against dissection or cruel events like “donkey basketball” at school, reporting chained dogs or dogfighting in the local neighborhood, or volunteering at a local animal shelter, we all can make simple decisions that help animals every single day.
Distressing news on Thursday when the New Jersey Society for the Prevention of Cruelty to Animal’s Law Enforcement Division joined with the Hunterdon CountyProsecutor’s Office and issued two search warrants for the Hunterdon Humane Animal Shelter on Stamets Road in Alexandria Road and a nearby veterinarian hospital.
Seventeen cats were removed and were transported to the Flemington Animal Hospital. Four of the cats were humanely euthanized. All of the animals have been receiving medical attention. The facility failed to quarantine sick cats with respiratory infections thus spreading illness to healthy cats.
There are also two pigs living in terrible condition at the facility. A decision from the Department of Agriculture will determine their fate.
Charges are expected to be filed within a week to ten days.

Police in Ypsilanti, Mich., have opened an investigation into a possible case of animal cruelty following a woman’s report that her dog was killed on Sunday night, reported Monday’s Ann Arbor.com.
Few details have been released about the incident, but enough is known that it appears that family tensions are likely to be running high as the animal cruelty allegations are against the dog owner’s own granddaughter.
The dog, who is referred to as a puppy in the police report, was allegedly kicked to death by the 14-year-old granddaughter of the woman who owned the pup.
According to the report, the girl may not face charges. The police are, however, speaking to the family about what happened.
Joseph Schaeffer and his wife, Sherry Schaeffer, were accused of starving a 2-year-old Doberman at their Holloway home in March. The dog was nursed back to health by humane officers.
A Northern Court judge dismissed the case against Joseph Schaeffer without prejudice.
Sherry Schaeffer was also in court and pleaded guilty to one count of animal cruelty.
Three dogs will be returned to them, and one dog will stay at an animal shelter. Court officials said Joseph Schaeffer must not violate the terms set to ensure the welfare of the dogs.
