MARGAO: After an inspection of the animals at the Moonlight circus that haven’t been fed properly since March 1, show cause notices were issued to the owners of the circus prior to cancellation of their performing animal registration with the Animal Welfare Board of India (AWBI) and cancellation of the registration of the circus by the Central Zoo Authority (CZA).

This was in pursuant to complaints filed by Compassion Unlimited Plus Action (CUPA), Wildlife Rescue & Rehabilitation Centre (WRCC) and the Federation of Indian Animal Protection Organizations (FIAPO).

After the crime branch arrested the circus owner and five other persons on charges of human trafficking and rape, the animals at the circus were left to starve and were recently shifted to Kudal in Maharashtra.

Puja Mitra, campaign manager, FIAPO, who first took up the issue with the Goa forest department about the welfare of the elephants at the circus site along with the other animals has appealed to the government to set up an animal rescue centre in Goa.

Mitra, who is based in Goa, added that with the creation of rescue centres, the elephants rescued from circuses can live the remainder of their life in natural surroundings without being forced to perform. “While it is cruel for any animal to be used in performance, it is even more so, in the case of the elephant,” added Mitra.

During the inspection of the circus that has four elephants, the AWBI team noted that the animals were also being subjected to cruelty using spiked foot belt to restrict their movement which are banned. Dr R M Kharb, chairman of the AWBI, pointed out that this is in violation of Section 11(1) of Prevention of Cruelty to Animals Act, 1960 and Wildlife Protection Act, 1972 and that transportation rules had also been violated.

Kharb also requested that ‘immediate’ steps be taken to ask the Maharashtra wildlife department to move the wild animals especially the elephants from the Moonlight circus to safe shelters and a final decision about their rehabilitation be taken in due course.

“The effort now should be to remove the animals to safe holdings immediately while the formalities and paper work can continue, otherwise the animals are liable to disappear to unknown places,” said Suparna Ganguly, co-founder trustee of CUPA.

Animal circuses may be banned in Malta by the end of the year if MPs give weight to what people had to say on the matter.

An overwhelming 94 per cent of the 398 people who took part in a public consultation exercise believe all animals should be banned from circuses, a spokesman for the Parliamentary Secretariat for Animal Rights said.

Only 21 people, or five per cent, said animals should be allowed to perform in circuses. Four people said the ban should only apply to wild animals and that domestic animals, like dogs and cats, should be allowed to perform.

Despite the result of the consultation exercise, the final decision will be taken by MPs who will be debating the subject in Parliament later this year.

Over the past years animal rights activists have protested whenever an animal circus came to Malta.

NGOs insisted that using animals for entertainment purposes constituted abuse and argued that animals were often beaten during the training process.

Local circus organisers have always insisted that the animals were not ill-treated.

The two-week public consultation, launched by the secretariat, closed on July 28. The public was invited to share views online or by sending a letter through the post. Some also called the offices of the secretariat to have their say.

Participants where asked whether animals should be banned outright, whether there should be restrictions (such as a ban on wild animals like tigers and elephants) or whether animals should remain part of the circus.

Over the past week the feedback received was compiled and it emerged that 373 people wanted an outright ban on all animals.

Most said the training process was abusive and were concerned about small cages and the trauma animals went through while travelling.

One of the 21 people who believed in keeping animals in circuses pointed out that circuses had helped in the protection of dying species.

So what happens next?

The spokesman explained that a White Paper was being drafted and had reached its final stages.

It would then be presented to Cabinet before being discussed in Parliament.

Once this process was completed a legal notice would be published by the end of the year.

A U.S. Department of Agriculture inspector saw a handler with no elephant experience repeatedly use “excessive force while tugging at” the elephant with a bullhook—a rod with a sharp steel hook on one end. Another trainer was caught on video viciously attacking terrified elephants with bullhooks and electric prods and instructing other trainers to hurt the elephants until they scream, to sink a bullhook into their flesh and twist it, and to conceal the beatings from the public.

The circus has repeatedly been cited for failure to provide animals with veterinary care, minimum space, shelter from the elements, adequate ventilation, and clean water.

The time is long overdue to stop pretending that animal acts are anything other than cruel exploitation.

She should be swinging around a vast green expanse with her family, but instead Masha is being forced to wiggle along holding an umbrella and basket of flowers. But a life in captivity means she is used to it and today the 11-year-old brown bear is taking part in a circus dress rehearsal. Masha is one of four bears who have completed a three year training programme in Russia as part of a travelling troupe.

Parks trainings of hunting dogs (called “Pritravochnye stations“) See video above! are places where hunters can train their dogs using wild animals as prey, such as wild boars, bears and wolves and smaller animals such as raccoons,foxes, badgers and rabbits.

The dogs risk almost nothing!  People pull out teeth and claws of the wild animals so they can’t hurt their hunting dogs during the trainings with these wild animals. (Their teeth and claws are removed as a precaution) but these poor wild animals are suffering to death, they are scared, they are super stressed (and sometimes are dying of stress or injury) they are living in constant fear – says a veterinarian Semen Sereda. These animals are bitten dozens and hundreds of times. Experts say it is possible to make this process more humane, for that you need to change the law ..

Dogs can train every day, costing to the owner 300 rubles. (about $ 7) per session. The dog has ten minutes to bite the animal and that the maximum…but for the small animals it usually finishes with animal death!

It becomes impossible to the wild animal to fight back. They don’t even try to fight back because they are so terrified..of being abused. These people if the teeth are not been removed put a wood stick into the wolf’s jaws-mouth so they can’t bite.

They chain the bears so the bear can’t more than one feet. They also taking rabbits cubs, foxes and badgers and put them into a special “tunnel” so they can’t run away; and leave the mad dogs rushing on them inside the tunnel (as pictured/video below)

There are about ten parks trainings dogs in Moscow region. But across Russia they are hundreds of them; each of these parks operate legitimately. Because any law prohibiting such existing operating in Russia. The workouts dog parks bring in families with children and their guest, advertising is everywhere: on roadsides, in newspapers, on the Internet.

But there is also an much more gruesome underground “illegal parks” which is very well known by regular confidential customers .. Illegal parks whose advertising does not exist; but only from mouth to mouth…at the request of the customer if he wishes, his dogs can torment a chained boar or a chained bear until it dies .. (a kind of bear baiting till the death follows)

The use of animals for souvenir photographs is a popular activity in many global tourist resorts, and even in zoos, but this activity can have severe consequences for the animals involved. Visited a zoo or circus? Not happy with what you’ve seen? Whether in UK or overseas, you can take positive action. By sending us details of what you have seen, we can advise you on how best to approach the relevant authorities.

Do you have information on zoological collections, circuses, dolphinaria, individual caged animals, animals used as photographic props, magic shows with animals or any other form of wild animal exploitation?

We want to hear from YOU and together we can make a difference!

It is vital that the information you send us about your experience includes all the necessary facts. Describing cages as ‘small’ and animal conditions as ‘terrible’ will not provide enough information to encourage relevant authorities to take action.

Photographs or video footage is a superb way of providing proper ‘evidence’. This is the information we need:

1. Take a photographic record, either stills or film, this kind of evidence is so useful!

2. Collect as much information as you can:

  • Which animals are involved? How many? Describe their condition.
  • What does the ‘entertainment’ consist of? Is direct contact involved?
  • Who are the people or company behind the exploitation?
  • Is the event or establishment advertised or promoted?
  • Who is involved in this promotion? (eg hotels, holiday reps etc)
  • Is there literature you can collect? (eg leaflets, brochures etc)
  • Who are the main audience or visitors?
  • What other details can you note? (eg size of enclosures, any enrichment etc)

3. Report what you have seen:

  • Explain your concern to your tour representative, operator and/or your hotel, and send a follow-up letter.
  • Also fill in a complaints form and send us the details.

ARAN applaud Waterford City Council for sending animal-act circus motion through to next progressive stage

ARAN is applauding Waterford City Council this week as a motion to ban wild animals in circuses, put forward by Independent Councillor Sean Reinhardt and seconded by Sinn Fein Councillor John Hearne has been moved forward to the next legislative stage that goes to the Council’s Strategic Policy Committee (SPC).

“This is a mighty progressive step forward as Waterford becomes the latest Irish City to move towards a future without wild animals in the traveling circus, says ARAN Director John Carmody. “More and more local authorities in Ireland are considering a ban on the use of wild animals and now we will be stepping up the pressure for a national ban.

With our partners at Animal Defenders International (ADI) we have exposed physical abuse, confinement and deprivation in Irish circuses, and in these past months we have seen the public put at great risk with an elephant escaping from a circus and a man seriously injured. If cities like Waterford can move towards ending animal-act circuses, surely Ireland as a country can do the very same too.”

“In this day and age there is no excuse for putting animals through this type of confinement and stress, says Independent Councillor, Sean Reinhardt.” “Public support is in favor of bringing these Victorian menageries with animals to an end, and for good reason. I’m hoping years from now the only circuses that will be coming into Waterford will be those with amazing acrobats and human performers, this is clearly the future.”

“Naresh Kaydan has made several reports about the blind hippo, but even after inspection, they are not willing to re-locate the hippo to a sanctuary or shelter. That hippo can’t be doing well whilst still at the circus!”

NAGPUR: A high-level committee of Central Zoo Authority (CZA) on Monday directed the Amar Circus owner to maintain records and follow prescribed rules while running the circus.

The eight-member committee was in the city following a complaint by PFA leader from Haryana Naresh Kadyan that blind hippopotamus was being used in shows.

The panel comprised Dr BK Gupta, evaluation and monitoring officer of CZA, Kartick Sathyanarayan of Wildlife SOS, Suparna Baksi-Ganguly of Wildlife Rescue and Rehabilitation Centre (WRRC), subdivisional officer (SDO) Prakash Patil, deputy conservator of forests PK Mahajan, Animal Welfare Board of India (AWBI) member SN Kapoor, wildlife vet Dr AB Shrivastav, Jabalpur, and PFA’s Wardha in-charge Ashish Goswami.

The committee arrived at the Kasturchand Park, the circus venue, around 10am and was there till 12.30pm. The members expressed displeasure over absence of records and ownership certificates of some performing animals. They found mismatch in animal records.

Gupta said that there were three elephants with the circus but only one female Padma is alive. “We were never informed what happened to the other two elephants,” he said.

Owner of the circus, Chandrakant Gadge, said that when he bought the circus in 2008, there were only two elephants – Mohan and Padma. Mohan died in Chhindwara and Padma is still doing well.

“I don’t know about the third elephant,” Gadge said.

The committee also objected to a large number of dogs. There were at least a dozen dogs. One of the females Sonia bred 3 days ago and her 7 puppies lay scattered in the cage. The members asked the manager to stop breeding of dogs and sterilize them. It also wanted DNA test of the birds be done and chips fixed to them for recognition.

As one of the panel members, Dr Shrivastav, could not make it in the morning, hippo Amar could not be examined for cataract. The biggest controversy over the circus was that blind hippo was being displayed, which according to Gupta is not allowed under Prevention of Cruelty to Animals Act 1960. The hippo is completely blind with left eye and partially blind with right eye.

Gupta said that the hippo will have to be removed from display. However, the CZA had no plans to rehabilitate the hippo nor any medication to regain vision of the animal.

Speaking to TOI, Gupta said, “On October 10, 2011 CZA had issued a letter asking the circus to comply with 16 conditions.” However, Gadge says he did not receive the letter as it was posted on a wrong address.

The 16 conditions included arrangement for a regular vet, tranquillizing equipment, health check-up of staff every six months, maintaining inventory of animals, proper cages for birds etc. The members wanted the managers to follow these conditions if the recognition to elephant is renewed. The recognition to Padma will expire on October 2012.

This is the second committee to inspect the circus. Earlier, a committee appointed by the AWBI visited the circus on June 9. It had advised the owner to provide ration, vaccination, proper caging, create hygienic conditions and regular deworming of animals.

“You would have thought the Border Security Force would have realized it was running away from something…It’s owner & the circus!!  I’ve heard of people running to join the circus but never an elephant running from one…what more proof is needed to make people understand, animals don’t want to be ruled by humans with sharp bull-hooks, whips, chained, lonely & distressed. They don’t want to perform derogatory tricks that are detrimental to their health!”

“Was it pregnant before it left, or can you tell an elephant is pregnant at 36 days?? They should not be allowed to breed any animals in circus life! That poor little one will never know what it’s like to be free, free to act as an elephant should! “

Helenbala Sundari, an elephant of a Bangladeshi circus party, which entered into Indian territory through Akhaura Check Post here was returned in the same route after 36 days following a flag meeting between Border Security Force (BSF) and its counterpart Bangladesh Border Guard (BGB), official sources said today.

BSF sources said the animal entered into Indian territory through Akhaura Check post after fleeing from his owner, The New Star Circus on April 14 and walking through Agartala city it entered into the reserve forests of Tripura and the forest officials managed to catch it after a week long struggle.

It walked more than 100 km, officials said.

Forest officials handed over the pregnant elephant to BSF officers who in turn gave it to the officers of BGB yesterday, sources said.

A procession of Bangladeshi people along with three more elephants and the mahout (elephant keeper) came to Akhaura Check post to receive the elephant.

Forest officials said, the elephant was examined medically before handing over to BSF which was found pregnant and added, during it’s 36 days stay in India did not cause any harm to people.

The scientific literature show that carnivores, in particular members of the cat family and bears, suffer as a result of captivity. This evidence has mainly been gathered in zoo studies, where the animals have a permanent residence. In most modern zoos, efforts are now made to create a habitat as close to the animals’ natural environment as possible.
However due to the travelling nature of circuses, it is impossible to provide the animals with these things, therefore one can assume that any negative effects of captivity seen in zoos will be worse in the circus environment.

Elephants in circuses are commonly shackled as a method of control and confinement, involving the chaining of one foreleg and one hind leg to the ground. This kind of fixation restricts the freedom of movement to such a degree that these animals are not able to exhibit most of their species’ typical behaviours. It also restricts social interactions because contact is limited to an immediate neighbouring elephant shackled beside them (Schmid, 1995). Although many circuses now claim to give their elephants some degree of regular access to a pen or outdoor enclosure, it is debatable how much time they can spend in such an enclosure when the circus is always on the move and the elephants have to be prepared for their performances. These animals also tend to be chained overnight, from the time that the workers finish their day, to when they arrive for work the next day — this can mean over 50% of their time (ADI observation data).

However even when elephants are able to spend time unchained, they are still subject to conditions of close confinement. Consequently stereotypies occur in captive elephants, regardless of the method of husbandry used.
