Feb. 2oth:-MUMBAI: The four persons, including two sons of forest guards, arrested by the Mumbai crime branch on Monday have admitted to killing four to five leopards.

Sources said poaching inside the Sanjay Gandhi National Park (SGNP) could be the tip of the iceberg, and the police believe the gang sold animal skin to an international gang, which smuggles it out of the country via Nepal.

Unit 11 busted the gang, operating with impunity in the forest for at least two months. The accused, booked under the Wildlife Protection Act of 1972, are Alok Khaire (27), Prashant Patel (25), Tushar Bagwe (29) and Abhishek Rane (26). They were produced before a holiday court on Tuesday and remanded to police custody till February 20.

Joint commissioner of police (crime) Himanshu Roy said, Prima facie, they have admitted they killed few animals, including leopards. But they are now putting the entire blame on the main accused, Pankaj Patel.

The police have launched a manhunt for Pankaj, the elder brother of Prashant, who was arrested along with the others when they tried to sell a leopard skin outside the park gate.

The police on Tuesday carried out searches at the residences of the accused to find out if they had hidden any skin or remains of animals. The accused, while selling the skin to a person sent by the police, had claimed that they could arrange for any animal or its skin. They claimed that they could get the skin of deer, rabbits, tigers and monitor lizards.

The police have also questioned security guards posted in the forest. Senior inspector Raghunath Dalvi said they have told senior forest officers to check the census of leopards.

The accused admitted that they had laid traps for leopards at places they would frequent to quench their thirst and then shoot them. After that they would peel off the skin and scatter away the remains or bury it to avoid suspicion.

MUMBAI: Adding strength to the ongoing public interest litigation filed by the Animals and Birds Charitable Trust, an intervention application by People for the Ethical Treatment of Animals (PETA) India was accepted by the Bombay High Court.

PETA has in recent years gathered substantial evidence of cruelty to horses used for Victoria horse carriages in Mumbai as well as the traffic risk that they pose to citizens. Several of the group’s celebrity supporters, including Hema MaliniJohn Abraham and Jacqueline Fernandez have also backed its call for a ban on the Victorias.

Meanwhile, the high court had in its latest hearing asked the state authority to find out if alternative jobs can be given to the horse handlers in places such as the race course, while delving on the plea of the petitioners to ban the Victorias.

Forcing horses to haul tourists in carriages through congested traffic is already banned in Delhi, Paris, London, TorontoBeijing and other cities,” said PETA India Director of Veterinary Affairs, Dr Manilal Valliyate.

Most tourists despise the cruelty to horses, and locals prefer forms of entertainment that do not harm animals. A ban on Victorias is necessary and inevitable,” he added.

PETA decided to intervene in the wake of growing concerns from compassionate citizens regarding accidents in which horses have collapsed and even died. A carriage horse was critically injured after he collapsed because of exhaustion at Gateway of India on July \3, 2012. Another horse died immediately after being hit by a taxi in front of Chhatrapati Shivaji Terminus on July1, 2012. On September 8, 2011, a horse pulling a carriage collapsed from exhaustion and was unable to stand for 20 minutes. Also, on November 14, 2011, another horse pulling nine riders on a Victoria cart had collapsed at the Gateway of India.

The group intends to point out in court that the Municipal Corporation of Delhi already made the landmark decision to ban tonga horses in the city in 2009 and recently scrapped a proposal to use ceremonial horse carriages for tourist rides.

Horses used to pull carriages are typically fed unwholesome food and given dirty drinking water – when any food or water is given to them at all. They are made to live in filthy, damp stables amidst their own faeces and urine and often left to stand without any shade. Horses are forced to carry heavy loads through crowded streets and sweltering heat. Pushed past the point of exhaustion, they often collapse when they are too worn out to continue and are repeatedly whipped in an effort to get them back on their feet.

Many horses suffer from untreated injuries, and most will never see a veterinarian in their entire lifetime. Horses used to pull carriages are also often kept illegally, without a valid license. Regulations pertaining to animals forced to work are almost never enforced.

Stressing on the need to rehabilitate ‘Victoria‘ drivers in the city, the Bombay High Court today asked the Maharashtra Government to place on record the welfare schemes that can be extended to them.

The direction was given by a division bench headed by Chief Justice Mohit Shah while hearing a PIL seeking a ban on Victorias alleging that horses are subjected to cruelty when people go for joy rides.

The bench asked the state government to file an affidavit by July 26 enumerating the welfare schemes available to Scheduled Tribes, Scheduled Castes and economically backward class that can be offered to the Victoria drivers and owners.

The judges also asked the petitioner — Animals and Birds Charitable Trust — to check with the Race Course here whether licenced drivers and helpers of the Victorias could be absorbed with them.

The bench also asked the association of horse owners and drivers to table a list of its members in the Court.

The Animals and Birds Charitable Trust, which conducts feeding programmes for horses and ponies in South Mumbai, said it became aware of the plight of horses used for pulling carriages, including Victoria, through one such programme.

Trust officials contended that the laws protecting these animals were “knowingly disregarded” and “blatantly violated”.

Currently, there are 170 horses, including ponies, mostly found on beaches, gardens etc. There are 130 victorias now, down from about 800 a few years before.

The petitioners argued that the horses are made to stand all night, with their legs tied making them sick.

“Also, the Victorias are getting bigger and accommodating more people when the rule says that only three people should be allowed per carriage.”

As per records of Brihanmumbai Municipal Corporation (BMC), there are 10 horse stables in the city, of which nine are illegal. Only the stable of the Royal Western India Turf Club which houses only those horses which run in the races, is legal.

The BMC has already filed an affidavit saying it had last issued licences for stables in 1974 and stopped issuing more licences after finding the stables being “filthy and unhygienic”.

The BMC further said that it has been taking regular action against horse owners and had recently issued fresh notices to them.

However, as per Bombay Municipality Act, the owners, whose horses are seized, can redeem them after paying Rs2,500 and accepting the condition of not plying the horses again for commercial use.

SURATForest officials in Surat are planning to emulate the successful project implemented by the Maharashtra forest department to reduce the leopard-human conflict in Sanjay Gandhi National Park.

Large number of leopards has moved out of forest areas and have made towns and villages in south Gujarat their homes, thus increasing the chances of conflict with humans.

According to Vidya Athreya, who is running the Project Waghoba in Mumbai, said that leopard density in south Gujarat and major parts of Maharashtra is higher than the dense forests of Aravalli mountain forests.

After Project Waghoba was implemented, there has been no loss of life of leopards or humans since 2007 in areas near the Sanjay Gandhi National Park.

V A Chaturvedi, chief conservator of forest (CCF), Valsad told TOI, “With the increasing population of humans and wild cats in the region, the conflict is not going to decrease. We need to take urgent steps to limit this before the problem becomes unmanageable.”

Till now, forest officials used to lay a trap and catch the leopards and then release it to the forest. Department officials confirm that in many cases the leopards that were caught and released in far away forests in the same area, returned near the urban habitat in few years’ time.

Mumbai: Animal rights group PETA Wednesday strongly pitched for banning horse drawn carriages in Mumbai, citing cruelty to the animal, and suggested it be replaced with battery-operated vehicles.

Forcing horses to pull carriages through congested traffic on stifling hot streets is not only cruel but also dangerous for the horses, carriage occupants and passers-by, said Manilal Valliyate, veterinary affairs director of People for the Ethical Treatment of Animals (PETA) India.

PETA officials, in a meeting with Sitaram Kunte, Bruhanmumbai Municipal Corporation (BMC) commissioner, introduced an illustration of a battery-operated ‘peacock’ chariot and said that it might be the solution to replace cruel and dangerous horse-drawn carriages.

PETA wants horse-drawn carriages banned in Mumbai.

PETA claimed that the vehicle it suggested would be eco-friendly and owned  and driven by the existing horse-carriage owners and drivers.

The proposal comes in the wake of Bombay High Court interim order to BMC to confiscate horses kept illegally. Kunte has agreed to look into the proposal made by the animal rights group.Horses in Mumbai are forced to live in filthy, damp stables amid their own faeces and urine and are often left to stand without any shade, which is a clear violation of law, Valliyate said.

Many of the drivers don’t have a valid licence to ply horse-carriages, he added.

A growing number of cities worldwide, including Delhi, Toronto, London, Oxford, Paris and Beijing, have banned horse-drawn carriages and adopted humane alternatives.
